Abstract

Kartu Identitas Anak (KIA) or Child Identity Card Program in Tanjungpinang began since the enactment of Permendagri Number 2 Tahun 2016 concerning the Kartu Identitas anak (KIA) and is a pilot project in Province Kepulauan Riau, but the implementation starts in early 2017The purpose of this study was to determine the effectiveness of the implementation of the Kartu Identitas Anak (KIA) Program by the Office of Population and Civil Registration of Kota Tanjungpinang with the theory of effectiveness according to Campbell J.P, (in Dyah Mutiarin and Arif Zaivudin 2014: 96) where indicators of program effectiveness include program success, target success, satisfaction with the program, level of input and output, and achievement of overall goals. The method used in this research is a descriptive method with a qualitative approach with a total of 8 informants and using purposive sample techniques and data collection tools in the form of observation, interviews, and documentation. The results of this study are Permendagri Number 2 Tahun 2016 concerning Kartu Identitas Anak (KIA) in its implementation from 2017 the achievement has not been achieved or has not been effective, with the mechanism implemented in Tanjungpinang for orderly administration in the management of KIA applicants through schools, districts, and can went straight to the Disdukcapil Kota Tanjungpinang. Constraints in the implementation of the lack of public socialization about the obligation of children to have KIA and the community does not know the usability of KIA in Tanjungpinang. Only 10,582 cards have been issued, compared to the number of children in 2018, namely 79,232 people who reached only 13.3 %, inadequate card supply compared to the number of children, and the lack of KIA printing equipment, only has one tool and is used to print E-KTP, so that its implementation has not been achieved in accordance with the stated objectives.
