PEMBERLAKUAN KEBIJAKAN SISTEM ZONASI PENERIMAAN PESERTA DIDIK BARU DI KOTA TANJUNGPINANG
This study aims to determine the form of the zoning system policy for New Student Admissions, the impact of the implementation of the zonation system policy for New Student Admissions, and the obstacles or constraints in applying the zonation system policy for New Student Admissions in the city of Tanjungpinang. The research method used in making this thesis is an empirical normative research method and data collection techniques used are library studies and field studies. The results of the study found that the Regional Regulation No. Tanjungpinang City 9 of 2010 concerning the Education Implementation System is included in the form of macro public policies, while the Minister of Education and Culture Regulation No. 44 of 2019 concerning Acceptance of New Students in Kindergarten, Elementary School, Middle School, High School, and Vocational School is included in the form of meso public policy. The impact of implementing the zoning system policy New Student Admissions are divided into positive and negative impacts. Barriers or constraints in the application of the zoning system for New Student Admissions, namely the address of the Family Card does not match the zoning, parents still force the will to register their children in state schools, the number of public schools in Tanjung Pinang is not evenly distributed, and there are still parents who do not can register PPDB online or through a computer. The advice given is that the Government of Tanjungpinang City needs to evaluate the enactment of the policy on the zoning system for the Acceptance of New Students (PPDB) in Tanjungpinang City as a whole.
