IMPLEMENTASI KEBIJAKAN PENDIRIAN RUMAH IBADAH DI KOTA TANJUNGPINANG (STUDI KASUS PEMBANGUNAN GEREJA KOMPLEK D’GREEN CITY)

Abstract

A house of worship for the Indonesian people is not only interpreted as religious symbol, however currently there are case that are often encountered in Tanjungpinang City, namely problem establishing a permanent place of worship in area that does not or has not met the requirements in accordance with the Joint Ministerial Regulation so that the permit to establish house of worship did not receive a recommendation from the Ministry of Religion or the FKUB Tanjungpinang City. The purpose of this study is to determine the implementation of policies for establishment places of worship in Tanjungpinang City, especially realization construction places of worship, as well as the inhibiting factors faced in implementing policies on the establishment places of worship. The method used in this research is a qualitative research method with a descriptive research approach with as many as six informants and using data collection techniques in the form of observation, interviews, and documentation. The results of the research in terms policy, in the Governor Regulation Number 5 of 2011 concerning Religious Communication Forum and the Establishment Houses of Worship, on the articles in the governor's regulations which in this case the recommendation requirements for the authority of each related agency make recommendations are still not clear enough. the conclusion of the study is that in the implementation policies on establishment places of worship in Tanjungpinang City, there are still problems that occur in the construction places of worship in this study, these general suggestions is by building religious tolerance.
