IMPLEMENTASI OPEN BIDDING DAN ASESMENT JABATAN PRATAMA (Studi Kasus sekretaris daerah pemerintah kota tanjungpinang)

Abstract

In Tanjungpinang, job auctions are actually nothing new from a public administration perspective. Job auction is one way to minimize the potential for corruption, collusion, and nepotism (KKN). This study aims to identify and describe the implementation of Open Bidding and Job Assessment Pratama (Case Study of the Regional Secretary) of the Tanjungpinang City Government. This research uses descriptive qualitative research. Data collection techniques used interview (interview), observation and documentation. The data analysis technique used interactive analysis techniques. This technique includes three things, namely data reduction, data presentation and drawing conclusions. The results obtained from this study are the Implementation of Open Bidding and Assessment of Primary Positions (Case Study of Regional Secretary) of the Tanjungpinang City Government, through 1). Communication which includes communication between the selection committee and BKPSDM and communication between BKPSDM and participants has been optimal seen from the open selection announcement mechanism. and announcement of selection results, 2). Resources where the budgetary resources are not in accordance with the planning in its implementation and it is problematic. Meanwhile, human resources in the selection process are very supportive of both human resources, 3). The position of competency requirements that must be possessed by a candidate for leadership who will take office such as commitment, honesty, and democratic character has been optimal in its implementation, and 4). Bureaucratic Structure for the influence of the bureaucracy will occupy the Bureaucratic Structure to meet the Standard Operating Procedure (SOP) and the fragmentation that has been set for the whole government is already going well. The stages that have been given by Open Bidding have been optimal in the socialization. Open bidding activities are very important to continue to be carried out fairly and transparently, in order to obtain quality officials who will fill vacant positions.
