Abstract

One of the public problems in Indonesia, especially in the field of Social Welfare at this time is the Problem of Handling Street Children. The purpose of this research is to look at the implementation of policies on the prevention of street children, homeless people and beggars in Karimun Regency and to see the supporting and inhibiting factors in the implementation of policies on handling street children, homeless people and beggars. The informants consisted of the Regent, Social Head, Stol PP, Community and street children. Research using descriptive techniques with a qualitative approach. The results of the study can be seen in the indicators Size and policy objectives in tackling street children in Karimun must be considered the application of the policies made by the regional government in solving a problem that arises in the community, whether the size and objectives of the policy itself have clear objectives or are still gray. ash in its implementation. Indicator Characteristics of implementing agents As Implementers of a public policy that seeks to create order and peace of society, change human behavior and behavior, and create a balance, harmony and harmony between the interests of individuals and society. The Social Service resource indicator itself is relatively lacking. In terms of human resources there are only 33 people consisting of 6 members of the municipal police, 6 police and 21 people. Communication and coordination indicators of the Social Service with those who could actually be involved are also lacking, it is evident that only the BNN has an active role in conducting rehabilitation, even though the Social Service itself recognizes that they lack space to provide guidance. The Social, Economic and Political Environmental Indicators of the researchers found that there are still less active communities in supporting the appeals for the application of this policy, it is evident that there are still many people who actually give money to children and sprawl on the grounds of pity and so they quickly leave and do not interfere. Conclusion The implementation of policies for fostering street children, homeless people and beggars has not been achieved optimally because budget allocations in dealing with social problems are still limited, because facilities and infrastructure are still limited
