Abstract

Alcoholic beverages are items with specific features and characteristics whose use and distribution must be regulated and controlled. It should be closely monitored because it can have long-term detrimental consequences. The implementation of the protectionism policy on alcoholic beverages is regulated by Minister of Finance Regulation Number 158/PMK.010/2018. Where this policy optimizes state revenue, which will then be managed through the mechanism of the state revenue and expenditure budget, which performs a substantial and strategic role in financing programs, government performance, and long-term development across the Republic of Indonesia's region. This regulation is also part of the government's commitment to protect the Indonesian people's morals and culture, as well as the negative effects of alcoholic beverages. Protectionism is implemented in this Minister of Finance Regulation in the form of barriers or restrictions in the form of tariffs, with high import duties of up to 150 percent for alcoholic beverages. This study uses a qualitative research method. The result of this research in the application of protectionism policies implemented in the Regulation of the Minister of Finance in Tanjungpinang experienced several obstacles. the amount of customs and excise resources available is inversely proportional to the area of the supervision area. As a result, there is an not optimal amount of excise on alcoholic beverages and a high number of illegal alcoholic beverages entrants.
