Beach sand mining activities without people's mining permits by the community have essentially fulfilled elements that can be threatened with criminal law, but in fact beach sand mining activities without people's mining permits by the community are still rife in North Bunguran District, Natuna Regency. The purpose of this study was to determine law enforcement against coastal sand mining without a community mining permit by the community in North Bunguran District, Natuna Regency. This type of research is empirical normative law. Sources of data used in this study are primary data and secondary data. The results of research on criminal law enforcement against coastal sand mining without a community mining permit by the community in North Bunguran District, Natuna Regency, are still not optimally supervised and there are no sanctions given to perpetrators of beach sand mining activities without a community mining permit. The obstacles in law enforcement against coastal sand mining without people's mining permits by the community are the lack of knowledge and legal awareness in the community as well as the lack of coordination between the Police and the Department of Energy and Mineral Resources of the Riau Islands Province.
