This study aims to identify and explain the implementation of forest protection policies in the Sungai Pulai Protected Forest Area, Gunung Lengkuas Village, Bintan Regency. In addition, to find out the inhibiting factors for implementing forest protection policies in the Sungai Pulai Protected Forest Area, Gunung Lengkuas Village, Bintan Regency. This study refers to the Edward III policy implementation model with the variables of communication, resources, disposition and bureaucratic structure. The data collection techniques were carried out by observation, interviews, and documentation. The data obtained were then analyzed using steps including data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the communication process has involved related parties such as the Department of Environment and Forestry of the Riau Islands Province, UPT KPH, and the Police. Furthermore, the indicators of resources are still minimal, such as facilities and infrastructure, field officers, and budgets. Then the disposition aspect where the attitude of the implementer is good and has a commitment in implementing the policy. The bureaucratic structure of policy implementation is in accordance with the Standard Operating Procedures listed in the Regulation of the Governor of the Riau Islands Province Number 52 of 2017. The inhibiting factors for implementing forest protection policies in the Sungai Pulai Protected Forest Area, Bintan Regency, such as the lack of resources, and clear Standard Operating Procedures.
