Abstract

The problem in this research is to know the change in the community mindset of Kuala Sempang in preserving the Mangrove forest area which is seen from three different time span. Starting from the traditional life of coastal communities of Kuala Sempang village to the mangrove forest, then the activity of the community to the mangrove forest when the charcoal kitchen stands until the kitchen is closed and the social institution formed through the values and norms that eventually gave birth to the community group of mangrove forest management as a nursery mobilizer, planting, socializing in the village to the development and continued utilization by the community of Kuala Sempang village. The method in this research use a qualitative method with a descriptive approach. The research data was obtained through structured interview using interview guidelines and observation of the informant. The informant criteria in this research are community figure, some of the village community of Kuala Sempang who have been involved or never engaged in the charcoal kitchen and members of the management group of mangrove forest area. The results of this research found that the values and norms that the community believed to fade when the kitchen charcoal stood up to change the way people think in managing the mangrove forest but when the kitchen charcoal closed, the community begin to keep the mangrove forest area by forming the group Medang Kenanga as a community management mangrove forest in the village of Kuala Sempang
