EVALUASI PROGRAM PENGEMBANGAN DESTINASI PARIWISATA DI PULAU BENAN KABUPATEN LINGGA

Benan village has good beach and sea potential, this is the reason Benan village is designated as a tourist destination. The management, which is managed directly by the Lingga district tourism office, has been running since 2013. To find out the development of the management of these destinations, it is necessary to evaluate the implementation of tourism development management in Benan village. The purpose of this research is to find out the factors that hinder the development of tourist destinations in Benan village and evaluate the implementation of development carried out by the Lingga district tourism office. The method used in this research is descriptive qualitative and uses data collection tools and techniques in the form of observation, interviews and documentation. To support obtaining the results in this study, the researcher uses the theory proposed by Wilson (in Sumaryadi 2005) in the process of evaluating the policy for developing the Lingga Regency destination, so this study uses the CIPP evaluation model developed by Stufflebeam and Shinkfield (Tayibnapis 2008:14) which Input Evaluation, Context Evaluation, Product Evaluation and Process Evaluation. The results of the research that researchers got regarding the development of destinations on Benan Island by the Lingga district tourism office have not gone well. This is because the Benan village destination has not made any progress in its management since it was designated as a DPUD and operates as a tourist spot. so that the community and the village have not yet had a positive impact that can help develop economic, social, and including these tourist destinations.
