Abstract

To reform licensing and improve business licensing services that lead to E-Government, the Indonesian government issued Government Regulation Number 24 of 2018 concerning Online Single Submission (OSS) Electronic Business Licensing Services. The Office of Investment and One-Stop Integrated Services (DPM-PTSP) of Tanjungpinang City is an agency specifically tasked with providing services regarding licensing. In October 2018, the Tanjungpinang City DPM-PTSP began using the OSS system for every business permit application. The purpose of this study was to determine the Implementation of Online Single Submission (OSS) at the Office of Investment and One-Stop Integrated Services (DPM-PTSP) in Tanjungpinang City. The theory used in this research is Edward III's theory of policy implementation. This type of research is a descriptive study with a qualitative approach using data collection techniques of observation, interviews, and documentation. The results of the study indicate that (1) Communication has not been maximized, because the socialization provided to business actors is still lacking so that there is still a lack of ability and understanding of the community in the permit application process. (2) Inadequate resources, especially in DPM-PTSP, there is still a shortage of staff with qualifications in IT and supporting infrastructure such as small office buildings. (3) The disposition or attitude of the implementers have carried out their duties in accordance with the main tasks and functions. (4) The bureaucratic structure is optimal, in providing services to business actors, DPM-PTSP employees have acted according to the SOP that has been determined by the center, which is guided by Government Regulation No. 24 of 2018 concerning electronic business licensing services. The conclusion is that the implementation of business licensing services through the OSS system at DPM-PTSP Tanjungpinang City has been running but is not optimal because there are still several obstacles found in the communication variable, namely the lack of public understanding of OSS and inadequate resources
