COLLABORATIVE GOVERNANCE DALAM PENANGANAN LIMBAH MINYAK DI PERAIRAN BINTAN

Abstract

Collaborative governance is used to analyze cooperation between stakeholders, namely the public, private, and community sectors in the administration of government, as well as the government's efforts and responses in dealing with public problems. Collecting data in this study by means of observation, interviews, and documentation. The data is then analyzed by means of data collection, data reduction, data presentation, and drawing conclusions. The results of the study show: (1) The face-to-face dialogue process has been carried out 3 times a year, (2) The stakeholders build trust by making a mutual agreement to form a regional team based on trust and responsibility with the tasks that have been given. Then the Riau Islands Governor Decree Number 742 of 2018 concerning the Regional Team for Mitigating Oil Spills in the Sea of the Riau Islands Province was issued, (3) Monitoring of oil spills that entered the waters of Bintan using satellite imagery, (4) There is still miscommunication between the government and the community, and (5 ) It was found that the destruction of oil can only be carried out by companies that have a permit and so far only exist in Batam
