Abstract

Population administration is a series of activities for controlling and structuring population data through registration, civil registration, management of Population Administration information for public services and development of other sectors. Based on the results of field observations, the shortage of staff in the information technology department at the UPT Disdukcapil Office, Anambas Islands Regency and network operators in Jemaja District has not been stable, hampering the SIAK process. This study aims to determine the effectiveness of population administration services through the SIAK application and the factors that hinder its application in the UPT Disdukcapil, Anambas Islands Regency. This study uses a descriptive type approach with data sources used are primary data and secondary data, where data collection uses technical observation, interviews and documentation. The data that has been obtained were analyzed using data reduction steps, data presentation and conclusion drawing. In the study of the effectiveness of this study using Duncan's theory. The results of this study indicate that the implementation of SIAK services has not gone well by looking at the indicators of the objectives, timeframe and targets in these indicators, which are still constrained by internet network access, the indicators, procedures and socialization in these indicators are carried out even though they are not optimal, then on the adaptation indicators. Based on the capacity building of the UPT Disdukcapil staff, they have not carried out maximum training, only learning from the Regency Disdukcapil and based on the facilities and infrastructure there is no shortage of human resources and tools used to carry out SIAK, this is because the budget from the UPT Disdukcapil, Anambas Islands Regency exists. The conclusion of this study is the effectiveness of the application of SIAK at UPT Disdukcapil Anambas Islands Regency seen from the indicators of achieving goals, integration and adaptation are going well.
