The direct election of regional heads by the people is a means of realizing people's sovereignty in order to produce a democratic regional government. The purpose of this study was to determine the strategy used by the General Election Commission of Tanjungpinang City in increasing political participation during the covid 19 pandemic. This study used a qualitative descriptive research method, the data source was primary data with interviews and observations and secondary data from documentation such as written reports or reports publication. This study uses Chandler's theory in the stages of strategy formulation, namely the formulation and long-term targets, which are the efforts made by the Tanjungpinang City KPU in planning by considering various aspects. The selection of actions is the implementation of the strategy that has been formulated by the KPU Tanjungpinang City such as forming democracy volunteers, Resource Allocation related to the ability of individuals or organizations to carry out an activity, in an effort to increase the resources of the Tanjungpinang City KPU carrying out activities in the form of technical guidance to democracy volunteers and all concurrent election organizing committee. This study uses three techniques, namely interviews using interview guidelines supported by recording devices and writing instruments, Observation, which is used to make direct observations in the field, as well as documentation obtained from written relics, archives of laws and regulations and others have a relationship with the problem under study. The conclusion of this study shows that the KPU Tanjungpinang City has applied the principles of the stages of strategy formulation according to Chandler, namely formulation and long-term goals, selection of actions, and allocation of resources.
