KEMITRAAN KEHUTANAN ANTARA KESATUAN PENGELOLAAN HUTAN PRODUKSI UNIT IV BINTAN TANJUNGPINANG DENGAN KOPERASI BENTAN WANA LESTARI (STUDI PADA KEGIATAN RAHABILITAS HUTAN LINDUNG SEI JAGO KABUPTEN BINTAN)

Abstract

This research aims to illustrate the results of the implementation of partnerships in the rehabilitation activities of protected forests by looking at the mechanisms of the partnership that have indicators in the areas of contracts and agreements, financial assistance, structures, and incentives according to the hollow state concept. This type of research is qualitative research by applying descriptive research types. Data collection techniques are observation, interviews, and documentation. The results showed that the mechanism of Forestry Partnership Between Unit IV Bintan-Tanjungpinang Production Forest Management Unit with Bentan Wana Lestari Cooperative (Study on Protected Forest Rehabilitation Activities Sei Jago Bintan Regency. It is integrated or not fragmented where the effectiveness of cooperation can be achieved well based on the hollow state theory put forward by Profan and Millward, namely mechanisms, structures, and incentives. Researchers found that the implementation of mechanisms, structures, and incentives in government and private partnerships in the rehabilitation of Sei Jago protected forests involves integrated actors, meaning that these partnerships form community groups that have responsibilities and roles and cooperate with a clear division of roles. But in the development stage there are weaknesses, namely the monitoring system carried out in the rehabilitation activities of Sei Jago protected forests in Bintan Regency is not good.
