IMPLEMENTASI PEMBELAJARAN JARAK JAUH TAHUN 2020/2021 PADA TINGKAT SEKOLAH MENENGAH KEJURUAN DI KOTA TANJUNGPINANG
Distance learning in the Regulation of the Minister of Education and Culture Number 109 of 2003, is a teaching and learning process that is carried out remotely through the use of various communication media. This study aims to identify and describe the process of implementing distance learning policies at the vocational high school level in the city of Tanjungpinang. The method in this study is a qualitative descriptive method with data collection techniques, namely interviews with 9 informants and conducting observations and documentation. In this research on the implementation of PJJ, the researcher uses the theory of Merille S. Grindle with 2 main indicators, namely Policy Content and Policy Environment. The contents of the policy are (1) Influencing Interests (2) Types of Benefits obtained (3) Degree of Change to be Achieved, (4) Location of Decision Making, (5) Program Implementers, (6) Resources. The policy environment is (1) the power, interests and strategies of the actors involved, (2) the character of the institutions and regimes in power, (3) the level of compliance and responsiveness. The implementation of distance learning policies in general has been running with policy objectives, but this PJJ policy is not effective if it is fully implemented at the SMK level.
