KAJIAN PEMBERDAYAAN MASYARAKAT NELAYAN (STUDI KASUS PELAKSANA PROGRAM BANTUAN NELAYAN DI KELURAHAN BURU KECAMATAN BURU KABUPATEN KARIMUN TAHUN 2019)

Abstract

Empowerment is one of the important aspects in social life. In the context of government, the Fisheries Technical Implementation Unit (UPTP) is one of the regional apparatuses that focuses on the fisheries sector. With regard to empowerment, it certainly leads to the fishing community, namely, which in empowering the fishing community through the fishermen's assistance program is one of the goals for the welfare of the community, especially the fishing community. The purpose of this research is to make a study of the empowerment of fishermen that has been applied by the Fisheries Technical Implementation Unit (UPTP) to the fishermen community in Buru Village, Buru District, Karimun Regency, and what is the impact of the lack of fishing business groups in Buru Village. , using Cook and Macaulay theory. The research method used is descriptive qualitative method with 9 informants and uses data collection techniques in the form of observation, interviews and documentation. The results of the study found that the Empowerment carried out by the Fishery Technical Implementation Unit (UPTP) for fishing communities in the implementation of the fishermen assistance program in the Buru sub-district was good, where the fishing communities who received assistance through the fisherman assistance program felt helped in the facilities received according to each fisherman's needs. . In addition, there are still some fishing communities in Buru Village who do not receive assistance, this is because they do not have a fishing business group, lack of knowledge in social life, and also because the fishing community does not care about the fishermen's assistance program.
