PROSES SELEKSI TERBUKA JABATAN PIMPINAN TINGGI PRATAMA PADA MASA KEDARURATAN KESEHATAN COVID-19 DI PEMERINTAH PROVINSI KEPULAUAN RIAU TAHUN 2020

With the SE MENPAN RB Number 52 of 2020, there are several stages regulated in previous regulations that cannot be carried out and adjusted during the COVID-19 pandemic conditions. This study aims to find out how the open selection process for Primary High Leadership Positions during the Covid-19 health emergency in the Riau Islands Provincial Government in 2020. The method used in this study is a qualitative descriptive method with five informants and uses data collection techniques and tools. in the form of interviews, and documentation. The results showed that the JPT Pratama Selection Process During the Covid-19 Health Emergency in the Riau Islands Provincial Government in 2020 had been running although some were still not fully implemented, this was seen from the seven aspects, namely the Open Recruitment Policy, Specificity, Candidate Appointment Based on the System Merit, Communication Problems, Challenges, Transparent Selection Procedures, Selection Committee. Based on the results of research and discussions that have been carried out by researchers regarding the JPT Pratama Open Selection Process during the Covid-19 Health Emergency in the Riau Islands Provincial Government in 2020, namely based on the seven aspects that the researchers used as a reference for the research. Aspects of open recruitment policy, specificity, communication problems, challenges, and the selection committee that fulfills these aspects. Aspects of appointing candidates based on a merit system, and aspects of transparent selection procedures are the most important aspects that are weaknesses in this open selection process where the selection committee does not announce the scores obtained by the selected participants and does not announce the overall score from the results of all selection stages.
