Abstract

The Covid-19 pandemic has had a huge impact on Health and the National Economy, especially for micro-enterprises, where micro-enterprises are one of the sectors that have a major impact on the National Economy. Due to the impact of the pandemic on SMEs, the government created an assistance program for Micro Enterprises, namely BPUM. With the BPUM program, SMEs can be helped due to the impact of the Covid-19 pandemic. The theory used in this research is the theory of implementation of Edward III. The purpose of this study was to identify and describe the implementation of the assistance program for micro-enterprises in Sagulung District, Batam City. The research method used is descriptive qualitative with the research location in the Sagulung District, Batam City. Data was collected by observation, interviews and documentation. Data analysis techniques by reducing data, presenting data and drawing conclusions. The results show that public policy actors have communicated well, provided resources including staff, information, authority and facilities, made dispositions including cognition, direction and response quite well, and had followed aspects of the bureaucratic structure in accordance with applicable rules through the implementation of the Standard.
