PERAN DINAS SOSIAL DAN PEMBERDAYAAN MASYARAKAT KOTA BATAM DALAM PEMBINAAN GELANDANGAN DAN PENGEMIS PADA TAHUN 2017-2019

Abstract

Services in Batam City are not going well, one of which is related to the handling of homeless people and beggars who are mushrooming in every corner of Batam City, especially in Nagoya and Batam center which are the mobility centers of Batam City itself. Many immigrants from outside the Batam city area are trying to make a fortune in Batam city, but without being equipped with sufficient education, skills and experience to face the competition. This lack of education, skills, and experience to live life in the city of Batam has become an opportunity for the increase in homeless and beggars in the city of Batam. . The research method used is qualitative research with a descriptive approach. Data collection techniques are through observation, interviews, and documentation. The unit of analysis in this research is the Department of Social Affairs and Community Empowerment of Batam City and the Nilam Suri Rehabilitation Building. The results of this study obtained by the authors indicate that the role played by the Batam city government through the Social Service in controlling beggars and homeless people is still not enough to control the homeless and beggars still lack of training provided and carried out by the Batam City Social and Empowerment Service. and some changes are needed, both from a number of factors, both in terms of training and changes in applicable regulations to become more effective and efficient, in terms of training, capital, supervision, education, and also changes to regulations for homeless people and beggars in the city of Batam.
