Abstract

The Batubi community of the Bunguran Batubi sub-district of Natuna held the regent election for the 2015-2019 period. In this election there were five candidate pairs who took part in the elections. One of the candidates was a former regent in the 2001-2006 period, when he was in office committed corruption, only at that time the case had not been raised. In 2010, he was just being sentenced and serving a sentence of four years. Then in 2015 re-run to become regent and elected. This research aims to see the level of public confidence in the election of regents. The method used in this research is qualitative with a descriptive approach. In determining the informants using purposive sampling found nine informants with criteria; Batubi people who lived for more than twenty years, traditional leaders and youth. Data collection techniques observation, interviews, and documentation. Technical analysis of data reduction, data presentation and conclusions. the theory used as the knife of Emile Durkheim's social solidarity analysis. the results of the research found that the elected district head was chosen because he always provided the expected assistance to the community. such as fishing gear and agricultural equipment, social relations that have lasted a long time between the regent and the community so that people choose the regent and the existence of money given to the community at the time of the election
