Indonesia has ratified CITES, an international regime that protects endangered species from being exploited through trading. When a country ratifies a regime, then the participating countries are automatically obliged to implement the objectives of the regime's establishment. However, in Tambelan Islands one of the regions in Indonesia, there still can be encountered an illegal trade in turtle eggs which the turtle is one of the endangered species that is protected by CITES and is also protected in Indonesia. This study aims to analyze the effectiveness of the implementation of the CITES regime and the role of Civil Society in a case study of the illegal trade in turtle eggs in the Tambelan Islands. By using qualitative research methods, the results of this study indicated that the implementation of CITES has not been effective because the illegal trade still exists in Tambelan and the role of actors in implementing the regime has not been fully able to manage the illegal trade in turtle eggs. The civil society also plays a very minimal role, because there is only one local civil society which is Kelompok Masyarakat Pemerhati Penyu Pulau Nangka.
