Abstract

The research about handling the issue of sludge oil in the Kepulauan Riau region is one of the forms of the Indonesian government compliance with the results of the MARPOL 73/78 convention which is the fundamental effort to prevent pollution at sea due to ship activities. This study was conducted with the aim of seeing how the government complies with the MARPOL 73/8 convention and how it is applied to the sludge oil incident that occurred in Kepulauan Riau Province. The data collecting process was carried out by using sampling methods on areas that contaminated by sludge oil and deciding Batam and Bintan as research locations. With the analysis of Green Theory in the International Relations discipline, it is hoped that it can provide a spotlight on environmental aspects in sludge oil issues. The understanding of the concept of polemulation between environmental, economic, and state aspects is the basis for understanding the sludge oil issue which is trying to be described through the perspective of international relations. It is shown that the overall efforts made by the government have been in accordance with MARPOL 73/78 and environmental analysis based on Green Theory, it's just that there are several things that need to be improved such as budget, technology, socialization, and cooperation in order to improve the handling of the sludge oil issue more optimally.
