Abstract

The Mouse Deer (Tragulus javanicus) is an animal that is protected by the laws and regulations in force in Indonesia. In this case, the highlight of the problem is the Mouse Deer (Tragulus Javanicus) where hunting practices are often carried out by the community without thinking about the factors of Forest Ecosystem Damage and the Mouse Deer Population (Tragulus Javancius) itself, especially the Mouse Deer Population (Tragulus Javanicus) until now. It is not known with certainty either the Government of Indonesia or other Environmental Conservation Organizations, this is evidenced by the IUCN Redlist (International Union for Conservation of Nature and Natural Resources) including it in the Data Deficient Conservation Status (Information Lacking) which means that for the last five years there has been no evaluation or research. Again, this study seeks to explain law enforcement efforts and the inhibiting factors in law enforcement of the criminal act of poaching against animals protected by the Mouse Deer / Tragulus Javanicus in Selayar Village, Lingga Regency. Basically, the violation of the hunting activity of the deer mouse deer (Tragulus javanicus) occurs because there is still a lack of public knowledge about the activities of using the mouse deer based on laws and regulations, it is only allowed for the purposes of research, science and rescue of the animal species concerned. The conclusion that can be drawn from this research is that law enforcement efforts that should be carried out are Preventive Efforts (prevention) and Repressive Efforts (Repression). Preventive Efforts (prevention) such as conducting Counseling/Socialization to the public regarding the legal rules regarding protected animals, and Repressive Efforts (actions), namely taking action in accordance with the Act on Conservation of living natural resources and their ecosystems and the Code of Criminal Procedure Law which in this is prosecution and investigation. Then the inhibiting factors are legal factors, law enforcement factors, facilities and facilities factors, community factors, and cultural factors.
