Public participation can be defined as the involvement of individuals and groups that are positively or negatively affected by a proposed intervention subject to a decision-making process or interested in it. The level of participation in IA (Impact Assessment) varies. Different levels of PP (Public Participation) may be relevant to different phases of the IA (Impact Assessment) process, from initial community analysis and notification of proposed interventions, to informed consent decision making, monitoring and follow-upâ€. The research method used is descriptive type with a qualitative approach. Data collection techniques are observation, interviews, documentation. This study aims to find out how the public participation as a volunteer traffic controller in Batam City is based on 4 indicators from Verhangen's theory (1979), Unsatisfactory conditions, and must be improved, These conditions can be improved through human activities or the community itself, Its ability to participate in activities that can be carried out, There is confidence that he can make a useful contribution to the activity concerned. The results of this study indicate that public participation by Traffic Control Volunteers in Batam City is not going well, due to several reasons, such as there is no acknowledgment from the Barelang Police Traffic Unit regarding the presence of Mr. Ogah.
