Abstract

Inclusive Education is an education system that regulates so that children with special needs can complete their education in regular classes with friends of their age, without having to differentiate between classes. In Tanjungpinang City, the implementation of the Inclusive Education Policy is carried out through the Inclusive School at SMPN 15 Tanjungpinang. There are still many obstacles and shortcomings in the implementation of the policy of inclusive education for children with special needs. The purpose of this research is to implement the policy of Inclusive Education for Children with Special Needs in Tanjungpinang City. This type of research is descriptive with a qualitative approach. The data analysis technique in this study used triangulation techniques. In implementing inclusive education policies for children with special needs, researchers use 6 indicators from the Van Meter Van Horn theory. The results of this study are seen from the dimensions of the Target Standard / Policy Size that are not optimal. Judging from the dimensions of human resources as well as in terms of facilities and infrastructure are not adequate. Judging from the dimensions of the Organizational Characteristics of Implementing the Role of Implementors who do not understand the role of the Attitudes of the Implementors, Implementors accept the Inclusive Education policy. Judging from the dimensions of Inter-Organizational Communication, it is not optimal, due to the lack of socialization of inclusive education in the community. Judging from the dimensions of the influence of the social, economic and political environment, it is not optimal due to the lack of information provided by policy implementers to the community. The conclusion is that the Inclusive Education Policy has not run optimally because in its implementation there are still many shortcomings.
