Disaster issues require a special strategy from the government that is planned and planned using the concept of strategic management. The purpose of the study was to determine the BPBD strategy of Tanjungpinang City in Flood Disaster Management. This type of research is descriptive with a qualitative approach. The data analysis technique used triangulation technique. BPBD's strategy in flood disaster management uses 4 indicators of the strategic management process from the theory of David Hunger & Thomas Wheelen. The results of this study are seen from the dimensions of environmental observation, external factors have opportunities and threats and internal factors have weaknesses and strengths. Judging from the strategy formulation already has its own mission, strategy and policies. Judging from the implementation of the BPBD strategy in the form of a pre-disaster program carried out by the field of prevention and preparedness, when a disaster occurs it is carried out by the emergency and logistics sector, after a disaster it is carried out by the rehabilitation and reconstruction sector. The evaluation of the strategy carried out by the Tanjungpinang City BPBD in flood disaster management has indeed been carried out but this evaluation has not been carried out optimally. BPBD Tanjungpinang City does not conduct periodic evaluations and only periodically during disasters and annual meetings. In conclusion, the strategy used by the Tanjungpinang City BPBD in flood disaster management has not run optimally because there are still many shortcomings in its implementation
