PENGEMBANGAN KAPASITAS PEMERINTAH DESA DALAM PENGELOLAAN KEUANGAN DI DESA BATU LIMAU KABUPATEN KARIMUN

The purpose of this study was to determine the capacity development of the village government in financial management in Batu Limau Village, Karimun Regency. The development of village government capacity in managing village finances focuses on the dimensions of human resource development, the dimensions of organizational strengthening, the dimensions of systems or institutional reform. These aspects are obtained from identifying and understanding the theory of capacity building by juxtaposing it with empirical conditions in the form of problems and phenomena of village financial management. This study uses a descriptive type of research with a qualitative approach. Data analysis techniques used interactive analysis techniques include three things, namely data reduction, data presentation and drawing conclusions. Determination of informants by purposive sampling, namely people who are considered to know the most about financial management in Batu Limau Village, Ungar Sub-district. The results of this study indicate that 1) This is because all levels of government do not take human resource development seriously, education and training have not been directed to the village information system, have not been carried out with correct and consistent methods, conducive working environment conditions, and utilize potential and opportunities. 2) Organizational development is not going well due to the lack of utilization of personnel, leadership, organizational culture and communication that support the performance of village government organizations in managing village finances. 3) Some activities that need to be optimized are completing implementing/supporting regulations for village laws, changing policies and laws, and strengthening the existing constitution by maximizing village laws.
