Abstract

This research is motivated by the problem of high numbers of forest and land fires in Toapaya Subdistrict can not be handled by one lnstansi only, so the government collaborates for its countermeasures. This research aims to find out how the collaborative governance process in handling forest and land fires in Toapaya Subdistrict. The theory used in this study is the collaborative governance stage presented by Morse and Stephens (2012) namely assessment, initiation, consideration and implementation. This research was conducted in Toapaya Subdistrict with the research method used is a qualitative method with a deskriftive approach. The results of this study show that the implementation of Collaborative Governance in forest fire management in Toapaya Subdistrict has not run optimally in view of the indicators. (1) the initiation stage has not been fulfilled both adequate human resources, infrastructure facilities and sufficient budget. (2) The consideration stage has not run optimally because of the absence of basic rules, deliberations and dialogue have not been effective. (3) The implementation phase has not been running well, seen from the countermeasures process is still in the blackout process while prevention and repair have not been optimally carried out. Researchers concluded that collaboration carried out in efforts to combat forest and land fires has not been optimally running still at the coordination stage.
