Abstract

This study aims to analyze the implementation performance and find out the inhibiting factors that occur in the implementation of the BLT-DD program during the COVID-19 pandemic in Telaga Tujuh Village, Durai Subdistrict, Karimun District. In researching the performance of this program implementation, the researcher uses Ripley's theory with policy output aspects. The results of the study show (1) That access has gone well. (2) The coverage of the program has been implemented well (3) The frequency has not been running well, there is a delay in the distribution of BLT-DD to the target group (4) there is a slight bias (deviating) in the target group, that there are BLT-DD recipients who do not have to receive BLT-DD such as traders or entrepreneurs, because they are not classified as poor people. (5) The implementation has been carried out on time, carried out during the COVID-19 pandemic as an effort to avoid the target group from the economic impact. (6) In terms of accountability, it has gone well enough, in the implementation of the BLT-DD program in Telaga Tujuh Village, it is in accordance with the rules governing this matter. (7) The BLT-DD program is in accordance with the needs of the target group, such as to help meet the needs of daily living due to the impact of COVID-19. The researcher concludes that the performance of the implementation of the BLT-DD program carried out by the Telaga Tujuh Village government is less than optimal.
