Abstract

The aim of this study is basically to determine the Government policy of Tanjungpinang City in
controlling Dengue Hemorrhagic Fever in Tanjungpinang Timur District. Efforts were made by
Tanjungpinang City Government to be able to control dengue fever, referring to the Minister of
Health Regulation No. 82 of 2014 concerning the Control of Communicable Diseases. DHF control
can be done through Standard Operating Procedures (SOP) such as conducting Health Promotion,
Health Surveillance, Control of risk factors and case finding. This type of research is a qualitative
descriptive study with 11 informants and uses observation, interview, and documentation
techniques. The focus of the research used the approach according to George Edward III which
consists of four variables such as communication, resources, disposition and bureaucratic
structure. The results of Policy implementation are based on four variables from George Edward
III namely 1) Communication through socialization was lacks of support from the community
because lack of public awareness to care about health and is still found less in communication
about policies / instructions among the scope and those that should be carried out . 2) Human
resources in facilities and information systems are good enough, there are innovations or creations
from what have been done and are considered quite satisfying, but the number and role of the
apparatus is indeed not representing in accordance with what is expected to carry out the policy, 3)
Disposition, its run effectively and good up to the Puskesmas level, there is a response and
commitment to carry it out in accordance with Minister of Health Regulation No. 82 of 2014
concerning the Control of Communicable Diseases, 4) Bureaucratic structure, the implementation
of the program has been running appropriate to the SOP and the executor performs his duties
according to their respective responsibilities. The results of this study can be concluded that the
Implementation of Policy in DHF Control has not work perfectly. Advice given by researchers that
is necessary to further increase awareness in fostering community participation and need to
increase the number and role of the apparatus in human resources.
