Abstract

The Law of the Republic of Indonesia Number 33 of 2014 concerning Halal Product Guarantee is a legal instrument that provides protection and guarantees using halal products. The study aims to identify the supervision of the Ministry of Religion Regional Office for halal certificates at chicken slaughterhouses in Tanjungpinang carried out by BPJPH, LPPOM MUI Riau Islands Province, which consists of monitoring, inspection, assessment and observation that will result in supervision. Research informants are the Head of the Task Force for the Implementation of the Halal Product Assurance Agency (BPJPH), Deputy Director of the Institute for the Assessment of Food, Drugs and Cosmetics (LPPOM), Chairman of the MUI Fatwa, chicken slaughterhouse business owners and the community. The data analysis technique is by collecting data, presenting data, drawing conclusions and verifying data. The results of the study that the supervision of the Regional Office of the Ministry of Religion for halal certificates at chicken slaughterhouses, are: first, the process of monitoring still has problems with halal certificates due to lack of socialization of Halal Product Guarantee and lack of BPJPH members to carry out the halal assurance process. Second, the inspection process was carried out by BPJPH and LPPOM MUI, where many irregularities were found that did not comply with the criteria for the Halal Assurance Standard. Third, From the assessment process there were some irregularities, namely the change of cutters, lack of cleanliness at the business location and pets often roaming the business premises. Fourth, the observation process still cannot be carried out because the rights and authorities of BPJPH cannot be implemented because Law No. 33 of 2014 concerning halal product guarantees is still not fully implemented. In conclusion, BPJPH has not been able to carry out full supervision, it is limited to socializing the law on halal product guarantees until the implementation of supervision can be carried out in 2024, there are still many business actors who violate the rules.
