COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SAMPAH DI DAERAH KEPULAUAN (STUDI KASUS DI KECAMATAN KUNDUR KABUPATEN KARIMUN)

Abstract

Collaborative Governance in waste management in the islands (Case study in Kundur Sub-district, Karimun Regency). This study aims to determine the process and inhibiting factors of Collaborative Governance in waste management in the Archipelagic area in Kundur Sub-district, Karimun Regency. This research refers to the collaborative process by Emerson and Nabatchi. This study uses descriptive analysis with a qualitative approach. The focus of this research is Collaborative Governance with the object of research on waste management in Kundur Sub-district. The data collection techniques are interviews, documentation and observation. The data that has been collected can be analyzed using steps including data collection, data reduction, data presentation and drawing conclusions. The results showed that the collaboration process occurred between the Kundur Sub-district Government, business actors (private sector), and the community. The collaboration process has not been carried out properly because there are still problems with principled involvement and mutual motivation such as meetings, deliberation which then result in determination and no commitment and mutual trust are built. In terms of the capacity to take collective action, the worked well Collaborative Governance has in waste management in the islands area in Kundur Subdistrict. The inhibiting factors in the process Collaborative Governance in waste management in the islands area in Kundur Sub-district are lack of trust, lack of commitment, and lack of information obtained by the community in waste management.
