IMPLEMENTASI PROGRAM PENYEDIAAN AIR MINUM DAN SANITASI BERBASIS MASYARAKAT (PAMSIMAS) DI DESA SAWANG SELATAN KECAMATAN KUNDUR BARAT KABUPATEN KARIMUN

Abstract

The consideration that underlies the research is that the Community-Based Water Supply and Sanitation Program is a program created by the government with the aim of increasing the number of people in accessing drinking water and proper sanitation. This research focuses on the components, namely the Provision of Drinking Water and Public Sanitation Facilities. In this study, the researcher used qualitative descriptive research with 9 informants and used data collection techniques and tools by conducting interviews, observation and documentation. Technical analysis of the data used in this study refers to the theory of policy implementation according to Smith, including: Idealized Policy, Target Group, Implementing Organization, Environmental Factors. The results of this study found that the implementation of Pamsimas in Sawang Selatan Village had been carried out, but had not gone well, which could be seen from the Idealized Policy which had not been fully realized where the interaction pattern had been conveyed through socialization and training but there were still errors in the delivery of the substance of the initial program at the level villages, Target Groups that have not been fully targeted, Implementing Organizations that are less competent in implementing the Pamsimas Program and Environmental Factors that support but cannot be felt by the community or enjoyed by the existence of the Pamsimas Program.
