Abstract

This study aims to determine the role of the village government in empowering farmer groups. namely the Role of the Village Government as a Regulator in Empowering Farmer Groups, The Role of the Village Government as a Dynamizer in Empowering Farmer Groups, and knowing the role of the village government as a Facilitator in Empowering Farmer Groups in Topaaya Village, Toapaya District, Bintan Regency.  The method used in this study is a qualitative descriptive method with 8 (eight) informants and using data collection techniques and tools in the form of observation, interviews, and documentation. The results of the study indicate that the role of the village government in empowering farmer groups in Toapaya village has been running even though it is not fully optimal. this is seen from the aspect of the Village Government as a Regulator (1) rules or mechanisms, existing rules or mechanisms are in accordance with the regulations set by the Central Government. on the Dynamizer aspect, in which there are sub-indicators (1) Socialization, (2) Assistance, (3) Training, (4) Field Visits. Furthermore, on the Facilitator aspect (1) Providing assistance, the role of the village government as a dynamizer and facilitator has been running, but not optimal because there are still many farmer groups who have not received training, socialization, and the distribution of seeds, fertilizers and agricultural tools is not evenly distributed.
