The increasingly dense population that is not matched by the increase in land is a classic problem of settlement for the community. This gives rise to illegal houses, especially in Batam CityTo fulfill or fill the unoccupied units in the Rusunawa, the Batam City Government has made a program for developing housing facilities and infrastructure in the medium-term development plan (RPJM), namely the Rusunawa development program.The purpose of this study was to determine the Batam City Government flats program in reducing illegal settlement areas. The method used in this research is a qualitative descriptive method and is based on a framework of thinking using the CIPP evaluation model (Context, Input, Process, Product) through an interview process with data sources or informants and secondary data derived from documents related to research. The data analysis technique used by the researcher is data reduction, data presentation and conclusion drawing.Based on the results of the research that government builds flats as a decent place to live for these low-income people. However, the relocation of residents to rusunawa can be said to be less successful due to several factors, including the price which is considered too expensive, the majority of the targets are not used to living in rusunawa, housing conditions and information. In addition, there are also weaknesses from this program, namely constraints from financing, unavailability of land and also housing infrastructure.
