Abstract

The Bintan Regency Government in 2019 has issued the Non-Cash Food Assistance Program (BPNT). The BPNT program is the government's effort to transform the basic food assistance program into non-cash, namely through the use of electronic cards that are given directly to Beneficiary Families (KPM). In this program, it is hoped that it will reduce the burden on poor households and in the future it is hoped that it will be able to break the chain of poverty between generations. In this case, the researcher uses a qualitative descriptive research method. Primary data were obtained by means of interviews and observations, and secondary data were taken from written reports and publications. And the results of this study indicate that the implementation of the distribution of the BPNT program still needs to be improved. It can be seen from (1) the size and policy, in this case consisting of the right price and right target. For the right price, the community receives Rp. 200,000 per month and for the right target, it still needs to be improved because the results of interviews and observations show that there are still poor people who do not receive assistance. (2) resources, for this matter it has been going quite well because of the quality of human resources. (3) the characteristics of the implementing agent, in the implementation process it has gone quite well and can be seen from the satisfaction of the community. (4) the attitude of the implementers, overall it has been going well, although there are still things that need to be improved again, which can be seen from the satisfaction of the community. (5) communication between organizations, has been going well, although it needs more approach to the community. (6) the economic, social and political environment is good, it can be seen from the response of community groups.
