Abstract

A non-voting behavior that reflects a choice for the community in conducting elections for various reasons, therefore in this study the author takes the title Non-voting Behavior in the 2018 Tanjungpinang Mayor and Deputy Mayor Election in nine stone Village, Tanjungpinang Timur District. The implementation of the 2018 Tanjungpinang Mayor Election found many shortcomings. Based on data obtained from the KPU Tanjungpinang City, the area with the most abstentions is nine stone Village, which is 6,295 or 40.0% compared to other Kelurahan. This is because the rights of citizens are not utilized, namely the rights of voters. This type of research is quantitative research with descriptive method with a sample of 100 respondents. Data collection using a Guttman scale questionnaire. Based on the results of the study, the factors that caused the people of Batu Sembilan Village, Tanjungpinang Timur District to prefer not to exercise their right to vote, were due to several factors, such as technical factors, pragmatic factors, ideological factors, political factors and technical-political factors. technical-political factors. The main factor that causes people to choose not to exercise their right to vote is for technical reasons as many as 45% or 45 respondents. The second is the pragmatic factor of 25% or 25 respondents. The third is the ideological factor as much as 14% or 14 respondents. The four political factors are 12% or 12 respondents and the five political-technical factors are 4% or 4 respondents.
