Abstract

Supervision is a process of managerial function that aims to observe the entire course of the organization's activities directly so that there are no deviations. The Department of Transportation has a supervisory function in accordance with Law No. 22 of 2009 concerning Road Traffic and Transportation. One of the supervisions of the Batam City Transportation Office in supervising public transportation that is not roadworthy is by conducting a kir test, reprimand, raids, fines, and socialization. This study aims to determine the process of supervision, decision making, and rational choices made by the Department of Transportation on public transportation that is not roadworthy. This research is a descriptive qualitative research with data collection techniques by observation, interviews, literature study, and documentation. The results of the study indicate that the Batam City Transportation Service has carried out supervision, but there are still many public transportations that do not meet the minimum roadworthy standards. In 2020, the total public transportation in Batam City that is not roadworthy is 2,986 vehicles. This is due to the irregularity of the Batam City Transportation Service in carrying out these supervisory activities. In addition, the social and economic factors of transportation drivers have caused the Batam City Transportation Office to choose not to traffic ticket of public transportation that is not roadworthy. It is recommended that the government, especially the Batam City Transportation Service, routinely carry out surveillance activities.
