Abstract

This research aims to understand the implementation of the cash labor intensive program in Toapaya Village, Toapaya District, Bintan Regency in 2020.The background of this research is due to village development and creating jobs, so the village government issues regulations governing the Toapaya village workforce for the 2020 fiscal year.This study uses the theory of Van Meter and Van Horn.The study uses a qualitative descriptive research method. Primary data obtained by means of interviews and observations and secondary data obtained from written reports and publications.The results showed that the implementation of the village cash labor intensive program had not run as a whole, this was because the data provided was not re-checked so that people who were able to continue to participate in water channel construction activities and the lack of supervision carried out by the village government resulted in still the occurrence of a worker recruitment process that is not in accordance with applicable regulations.
