Abstract

The high rate of early marriage is a serious problem faced by the central and local governments. Early marriage is a marriage that has not reached the age determined by law and norms that apply in society. There are various factors behind the occurrence of early marriage, and it becomes a big problem when there is no search for problem solving based on accurate and reliable data so that it is appropriate to solve the problem. This study aims to determine the implementation of the National Population and Family Planning Agency Policy. In Controlling Early Marriage Rates. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation. The data obtained is then analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the policy implementation approach according to Geogre Erward III which suggests that the barriers to implementation are influenced by communication, resources, disposition and bureaucratic structure. Based on the results of the study, it can be concluded that the implementation of the National Population and Family Planning Agency (BKKBN) policy in controlling the rate of early marriage has not been implemented optimally, which can be seen from the increasing number of early marriages in Tanjung Pinang. Communication in the socialization aspect has been carried out well but in the communication intensity aspect it has not been carried out optimally. The resources include human resources (HR) of the implementor which are disproportionate to the wide coverage of the program's target area, while financial resources have also not been supported in making the program. The disposition of the BKKBN employees is quite good and the operational procedures used by the implementors are very easy to understand
