Abstract

Batam is a strategic city in the fields of economy, tourism, and investment destination in Indonesiabecause of its strategic location and directly adjacent to Singapore and Malaysia. Micro, small and medium enterprises (MSMEs) in Batam thrive based on data from the Online Data System (ODS) at the Ministry of Cooperatives and Small and Medium Enterprises (UKM) of the Republic of Indonesia. Batam has 81,486 UMKM spread across various areas of the city of Batam. However, micro-enterprises in the city of Batam still have various main problems including as many as 74,000 Micro-Enterprises that have not received guidance from the Cooperatives and Micro-Enterprises Service. Of the 157 micro-enterprises that took care of permits in 2018 and 2019 in the Sekupang sub-district, only 23 micro-enterprises had been registered with the Batam City Cooperatives and Micro-enterprises Service and the efforts of the Community Empowerment Service Office for Cooperative Markets and Small and Medium Enterprises in fostering Micro-enterprises were less than optimal.
The purpose of this study was to determine the role of the Cooperatives and Micro Business Office in Micro Business Activities in Sekupang District, Batam City in 2018 and 2019. The research method used was qualitative research with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The unit of analysis in this study is the Department of Cooperatives and Micro Enterprises in Sekupang District, Batam City.
The results of the analysis of the data obtained show that the empowerment of micro-enterprises, the Department of Cooperatives, Small and Medium Enterprises in the city of Batam has been carried out well, this can be seen from the activities that have been carried out in providing improvements and progress in empowering micro-enterprises such as the creation of a Conducive Micro Business Climate, providing training and service roles.
Suggestions that can be given include empowerment efforts for micro-enterprises must continue to be carried out in a structured and sustainable manner, there is a need for special regulations related to the empowerment of micro-enterprises and regulations regarding the classification of micro-enterprises clearly, Local Governments need to improve service quality, Monitoring and evaluation improvement is very important. and improving the quality and quantity of personnel.
