Abstract

Community empowerment is an effort to increase the dignity of the layers of society who in their current condition are unable to escape from the tools of poverty and underdevelopment, community empowerment refers to a cognitive formation of a society that is more advanced in the future, community empowerment must be carried out continuously and comprehensively in achieve dynamic balance. This study aims to determine community empowerment by the Batam City Government in Sungai Beduk District by involving the Batam City Industry and Trade Service and the Batam City Cooperative and Micro Business Office, in implementing the water hyacinth industry and carrying out capacity building for human resources in order to achieve prosperity. community in Sungai Beduk District. This study uses a descriptive method with a qualitative approach through the acquisition of data by observation, interviews, and books, as well as other literature related to this research, the theory used in this study according to Wrihatnolo and Dwidjowijoto. The results of the research that have been carried out are that the Batam City Government has carried out a community empowerment program for the water hyacinth industry well, and implemented a good strategy in developing the water hyacinth industry so that it develops every year, the Batam City Government also provides training to the community on the manufacture of water hyacinth.
