DAMPAK PEMBANGUNAN PARIWISATA TERHADAP PEMBERDAYAAN NELAYAN DI DESA TELUK BAKAU KECAMATAN GUNUNG KIJANG KABUPATEN BINTAN

Abstract

This study uses the theoretical approach of Riant Nugroho (2008: 5), namely there are 4 indicators to analyze the empowerment of fishing communities in Teluk Bakau Village. The research method used is descriptive qualitative research method. The results obtained are: In terms of access, the fishing community has not been able to get a fishing area that is quite easy to catch fish in Teluk Bakau Village. In terms of participation, tourism development that occurred in Teluk Bakau Village, towards the empowerment of fishing communities has not been fully included in decision making. However, construction is still ongoing in Teluk Bakau Village. In terms of control, the supervision of the village government in tourism development in Teluk Bakau Village, the village government only held a meeting between the fishing community and the tourism manager and discussed the problems that occurred between the fishing community and the tourism sector. In terms of benefits, the use of resources in Teluk Bakau Village is still not felt by the fishing community even though the fishing community is able to get catches at sea to increase the income of the fishing community in Teluk Bakau Village. Data collection techniques were carried out by means of interviews, observations and documentation related to the impact of tourism development on the empowerment of fishermen in Teluk Bakau Village. The negative impact of tourism development on the empowerment of fishing communities is still felt by the fishing communities in Teluk Bakau Village.
