IMPLEMENTASI PROGRAM RELAWAN DEMOKRASI PADA PEMILIHAN GUBERNUR KEPULAUAN RIAU TAHUN 2020 (STUDI PADA BASIS PEMILIH PEMULA DIKOTA TANJUNGPINANG)

Abstract

Volunteer Democracy is a social movement that is intended to increase the participation and quality of voters in exercising their right to vote. This program involves the widest possible participation of the community where they are placed as pioneers of democracy for their community. A very interesting category of voter group to observe and study further is the novice voter. Beginner voters are voters who will cast their ballot for the first time in an election. The purpose of this study was to determine how much influence the Implementation of the Democracy Volunteer Program had on the Riau Islands gubernatorial election in 2020 Tanjungpinang City. (Study on the Beginner Voter Base in the city of Tanjungpinang). This type of research is descriptive with a qualitative approach. In observing this research, the researcher uses 6 indicators from the theory of Donald S. Vsn Meter & Carl E. Van Horn (1975) namely the size and objectives of the policy, resources, Characteristics of Agents / Implementing Agencies, attitudes or tendencies of implementers, communication between organizations and implementing activities, economic, social and political environment. went quite well but could not be carried out like in previous years because during the 2020 gubernatorial election, the condition was still covid, so all kinds of activities or tasks for the democracy volunteers of the beginner voter base could not immediately jump into the field as they should go to schools and carry out socialization .
