IMPLEMENTASI PROGRAM KOTA TANPA KUMUH (KOTAKU) DI KOTA TANJUNGPINANG TAHUN 2019 (STUDI PADA PELAYANAN AIR MINUM/BAKU DI KELURAHAN KAMPUNG BUGIS)

The City Without Slums Program is a national program that aims to improve public access to infrastructure and basic services in urban slums to create livable, productive and sustainable urban settlements. In accelerating the handling of slum areas, supporting the 100-0-100 movement in urban areas, namely 100 percent access to drinking water, 0 percent slum areas and 100 percent sanitation. In the middle of 2016 in Indonesia, especially in the city of Tanjungpinang, one of the programs from the Ministry of Public Works and Public Housing was issued through the Director General of Human Settlements No. 40/SE/DC/2016 concerning General Guidelines for the City Without Slums Program. The activities carried out by the city government, especially the Public Works and Public Housing (PUPR) department in the field of Cipta Karya in the case study of researchers related to drinking/raw water services in the Bugis village, Tanjungpinang city government, especially the PUPR service in the Cipta Karya field. has built boreholes, and installed water pipes to the houses of the people in the coastal settlements of Kampung Bugis. In the village of Kampung Bugis, there are 2 drilled wells that have been built, which are a source of water for the Bugis village community, especially coastal communities, but the cubic water source is very small to flow to people's homes on the coast, because the community is still complained about water problems at the location. Some people have received pipe installation facilities from the PUPR Service, but the water cannot flow to community houses on the coast of Kampung Bugis. The purpose of this study is to determine the implementation of KOTAKU with drinking water problems in the Bugis Village, Tanjungpinang City by using the Van Metter and Van Horn theories. The research method used is a qualitative descriptive method with 10 informants, and uses data reduction techniques, data presentation, and drawing conclusions. The results of the study found that currently the implementation has been running, but not yet optimal, the solution provided from the relevant parties is the Technical Implementation Unit of the Service (UPTD) under the auspices of the PUPR service in the field of Cipta Karya, namely by diverting the flow of SPAM Kampung Bugis to Sungai Ladi SPAM.
