The phenomenon of street children in Tanjungpinang city is basically caused by several factors, terms of economic factors which are the biggest cause of the enhancement of street children and the lack of parental attention to children is the main cause of the enhancement of street children. The background of the newspaper seller's children comes from a poor family. From some of these children the money they get is to help their parents, but some of them are also used to play internet cafes (Internet cafes). The age limit for street children who are borne by the Tepak Sirih shelter is 17 years, then when they are 18 they will be returned to their respective families. This study aims to describe how the role of a halfway house in handling street children selling newspapers in Tanjungpinang City is. This research was conducted through the stages of observation, interviews and documentation conducted by researchers. The research method used is descriptive qualitative method. The theoretical framework used is the functional structural theory, according to Talcott Parsons in the theory that from the Goal, that system must be able to determine a goal and must strive to achieve that goal. The informant determination technique used in this study used a purposive sampling technique, using 7 informants.

Based on the results of the analysis using this theory, it can be concluded that the role of the halfway house in handling street children in Tanjungpinang City, the researcher concludes that the empowerment or development of street children is aimed at reducing the growth of the number of street children. These activities are held every month, and some of these activities are attended by their parents. On average, street children who are fostered by the Shelter House of the Tanjungpinang City Social Service are those who still live with their parents but due to poor economic conditions, they carry out economic activities or work on the streets. The local government continues to strive to control and foster street children with the aim of reducing the number of street children every year

The Covid-19 pandemic has had a tremendous impact on the life of society and the state. One of those affected is the world of education. The government took a policy to overcome educational problems in the online teaching and learning process, apparently this has an impact on student learning, many students do not understand the material. This is a concern for parents. The purpose of this study was to determine the role of parents in overcoming children's learning problems during the Covid-19 pandemic in Dompak Indah housing.
The research method used is qualitative with a descriptive approach. Data collection techniques were carried out by means of interviews, observations and documentation related to problems. The data obtained is then analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with a theoretical approach.
Based on the results of the study, the role of parents in overcoming children's learning problems in Dompak Indah Housing is seen from the concept of social capital, namely the role of parents seen from parents involving themselves in a network (network) carried out by parents by discussing the tasks given by the teacher. to children with other students' parents, parents and teachers exchange information so that in social capital it can be seen a reciprocal relationship, parental trust in educational institutions or tutoring places, or tutoring teachers to help overcome children's misunderstandings in mastering the subject matter , making rules, that is, it can be said that all parents make rules so that children want to learn the rules that are made such as using cellphones only at certain times, arranged schedules in learning, repeating lessons every day. giving rewards to children by giving gifts so that children are encouraged to be the best in achieving achievements in school, the proactive nature of parents who always involve themselves in children's learning activities is done by teaching children directly, and always asking for help from other families to teach children when parents are not at home, in this case the proactiveness of parents is shown by the nature of control, namely parents always ask to send photos of children studying.

The elderly who live in nursing homes are required to adapt themselves to changing
conditions and habits that are different from the environment before they live in
nursing homes where adaptation is important for the survival of the elderly in the
future. This study aims to determine the social adaptation carried out by the elderly.
Based on this, in formulating the problem, it will be discussed how the process of
social adaptation of the elderly living in the Nursing Home, Rumah Bahagia Bintan,
Kawal Village, Gunung Kijang District. This research was conducted through
observation, interviews and documentation conducted by researchers. The method
used is a descriptive qualitative method. The theoretical framework used is the
concept of the self-adjustment theory by Schneiders.. The informant determination
technique used in this research is using purposive sampling technique, with the
informants numbering seven elderly people, including four elderly women and men,
three nursing home staff. The criteria of informants in this study are elderly people
who have lived in the nursing home of Rumah Bahagia Bintan for 1 year, the elderly
who can clearly provide all information or data related to research, officers or
services that care for the elderly. Data analysis techniques used in the study were data
reduction, data presentation, and verification or drawing conclusions.. The results of
this study are 1. Adaptation through attitude and behavior (skills in relationships,
willingness to be open to others, satisfaction in basic needs) 2. Adaptation within the
group (doing activities, performing social roles)

UPAYA KOMUNITAS AKARI CEK KONON MEMPROMOSIKAN DAERAH

This research examines the efforts of the Akari Cek Konon community to promote the region in the
form of creativity. This is done as a good firs step to realize a comfortable city plan and free from
waste in any form, especially those that have the potensial to be recycled tto become a work of art
and have economic value. The Akari Cek Konon community is said to have made various models of
clothing costumes form processed waste materials in the form of cardboard, plastic, bottles and
others. The method used in this reserch ia a qualitattive method. And using data collecyion tools and
techniques in the form of observation, interviews and documentation. To support obtaining the results
in this study, the researcher uses the theory of stuctursl functionslism proposed by Talcott Parsons.
The data obtained is this result of research data which is analyzed and thenn conclusuons are drawn.
The result of the study found that the problem seen by researchers was that there was no serious
follow-up from the Lingga Government in responding to the efforts of the Akari Cek Konon
Community to make carnival costumes from recycled waste into works of art. Whereas the Akari Cek
Konon Community is considedred to be able to invite tourists and can be a creative forum for young
people and the community in Dobo Singkep, Lingga Resency. Because the Akari Cek Konon
Community only wants to be directly involved in efforts to bring in more fooreign tourists to come to
Dabo Singkep, Lingga Regency.

Drug abuse is one of the extraordinary crimes that is currently growing and is very difficult to eradicate. Drug problems can strike from the lower, middle, and the upper classes at any age, so this needs to be watched out for and eradicated together. In terms of sociology, drug use can violate the norms and values that apply in society. This study aims to explain how the causes of drug abuse in Bintan Regency community can occur. Based on this, the author formulates a problem regarding how drug abuse is carried out in the Bintan Regency community. This research used a descriptive qualitative method. Interviews, observation, and documentation are the data collection methods used. The theoretical framework used is the anomie theory by Robert K. Merton and the associative differentiation theory by Edwin H. Sutherland. The informant collection technique that the researcher used was purposive sampling, with a total of five people, consisting of one investigator from Class II A Narcotics Prison in Tanjungpinang City, one head of the Institution Recipient of Obligatory Reporting at the Karsa Foundation, one person as a drug dealer and user, one drug dealer, and one drug user. The data analysis method used in this research is data reduction, data presentation, and conclusion drawing. The results of the study found that drug abuse that occurred in Bintan Regency was due to opportunities and curiosity from within the individual, the influence of the friendship environment

Technological advances are very fast making various kinds of games that can be
played for modern society. These technological advances make people tend to
create a game community as a place to communicate and help each other.This
research aims to find out about how social capital is in the ragnarok mobile eternal
love gamer community in Tanjungpinang City. This research uses descriptive
qualitative method. Data collection methods used are interviews, observation and
documentation. The research informants consisted of six people from the
community who were originally from Tanjungpinang people, then these six people
were from the sakura guild. The analytical method used in this research is data
reduction, data presentation and drawing conclusions. The results of this study
found that social capital is interconnected with the community. Social capital is a
complement to human capital to achieve one's success. With the existence of social
capital can explain how a person can be better at doing work, feel a responsibility,
and are obliged to help each other. And with social capital makes a person feel
confident with each other, and even feel dependent on each other in the community.
There are three main elements of social capital, namely (network), (reciprocity),
and (trust). Which is where gamers are originally (network) that is a community for

other that is dependent (reciprocal), for the common good and (trust) is an important
product that encourages in a collaboration for common interests which then makes

Social values are values held by a society, regarding what is considered good and what is
considered bad by society. Social values are often used as a guide for life by the wider community
in determining attitudes in everyday life, as well as being the value of human life in interacting with
other humans. Social values are not simply obtained when he is born, but with a value system that
is taught by parents to their children with adjustments here and there. Every individual when he
grows up needs a system that regulates or some kind of direction to act in order to develop a good
personality in associating and interacting with society. The phenomenon in this case is the lack of
parental attention to children who marry at an early age, parents are busy working outside the
home resulting in children doing bad things in promiscuity. The method used in this research is
qualitative research with a descriptive approach. The data obtained in this study were conducted
through structured interviews using interview guidelines and passive observation without being
involved with the informants. The criteria for informants in this study were parents whose children
married at an early age and the opinions of religious/community leaders who were in the Sedanau
sub-district/village. Data analysis techniques used in the study were data reduction, data
presentation, and verification or drawing conclusions. The purpose of this study was to determine
family social values in early marriage in Sedanau Village. The results of this study indicate that
early marriage is not psychologically and socio-economically ready, because they do not have a
permanent job so that difficulties can trigger problems in the household

PENGELOLAAN OBJEK WISATA MADU TIGA BEACH % RESORT DI DESA MALANG RAPAT KABUPATEN BINTAN

Management of tourism objects is crucial to increase the locally-generated revenue (Pendapatan Asli Daerah/PAD) for the Malang Rapat Village, Bintan Regency. A tourism object is any place or natural condition that tourism resources intended to be developed and designed to appeal to tourists' attractions. The research used a qualitative method (Lexy Moleong, 2006: 04), will focus on seeing how the Management of the Madu Tiga Beach & Resort Tourism Object in the Village of Malang Rapat, Bintan Regency to increase locally-generated revenue. The research studied on the theory presented by George R. Terry (Sukarna, 2011:11) regarding four management functions, namely: Planning, Organizing, Implementation, Supervision. The research shows that Madu Tiga Beach & Resort Tourism Object management is good enough to make it the best in the Malang Rapat village and increase the village economy. Then the requirement role and performance of the local government as a contribution, coordination, control, monitoring supported by other related agencies in exploring and developing the exists potential in the Madu Tiga Beach & Resort Tourism Object management as well as the need for cooperation and coordination between local governments, village governments, and related agencies and local communities, to achieve common goals.

MANAJEMEN STRATEGI DALAM MENINGKATKAN PENDIDIKAN ANAK SUKU LAUT DI DESA KELUMU KABUPATEN LINGGA

Education is the foundation of hope for improving the quality of human resources and is a human right for every human being, because education is an inseparable part of the life of social beings, for that education must be given to all communities, including the marine tribe community which is included in the category of indigenous peoples who live in hard-to-reach areas. This study aims to determine the strategy of the Lingga Regency Government in improving the education of marine tribal children in Kelumu Village, the research method used in this research is descriptive qualitative with informants namely the head of the education office, the Head of Kelumu Village, the Customary Head, and several Sea Tribe community. Data were collected through interviews, observation and documentation. By using the theory of Fred R David where there are 3 indicators, namely; strategy formulation, strategy implementation and strategy evaluation. The results of the research show that the government has developed a strategy to improve the education of sea tribe children through the education office by conducting equalization of education for school age children, especially for marine tribe children as evidenced by the existence of programs that have been created and implemented, as well as a literacy school development plan. However, the current program is deemed to be insufficient for the improvement of the children of the sea tribe, considering that the children of the sea tribe have different characteristics from most children.

Law Number 13 of 2013 concerning Manpower explains that every worker has the
same opportunity without discrimination to get a job, explicitly that Law Number
13 of 2003 concerning Manpower article 86 paragraph 1 that every worker /
laborer has the right to obtain protection on occupational safety and health, and
article 87 paragraph 1 that every company is obliged to implement an occupational
safety and health management system that is integrated with the company's
management system. Regulation of the Minister of Manpower No. 5 of 2001
concerning the procedures for implementing work accident insurance, death
insurance and old age insurance in the article in article 31 part b, namely workers
outside of work relations or independent workers. The purpose of this study was to
determine the implementation of work safety guarantees for drivers by the Gojek
company in Tanjungpinang. This research method uses descriptive research with a
qualitative approach, the type of data used is primary data, secondary data where
data collection uses documentation, observation and interview techniques. In the
implementation of this work safety guarantee the author uses 4 indicators Edward
III (1980). The communication indicator has not run optimally because there are
still many drivers who do not register themselves as BPJS Employment
participants. The resource indicator has been running optimally. In the disposition
indicator, the implementing policy supports the implementation of work safety
guarantees for drivers because there has been socialization between the Gojek
company and BPJS Ketenagakerjaan. Indicators of the bureaucratic structure have
been running optimally because BPJS Employment and drivers have personal
attachments. The conclusion from the results of the research regarding the
implementation of driver safety guarantees by the Tanjungpinang gojek company
is that in general the implementation of this work safety guarantee has not run
optimally because there are still many gojek drivers who have not registered as
BPJS. Employment participants.

The purpose of this study is to determine Organizational Capacity Development in Digital-Based Services at the Tanjungpinang City DPMPTSP Office. The theory used in this research is the theory of Capacity Building, Riyadi 2006:16),Data analysis techniques by reducing data, presenting data, and drawing conclusions. The results show that (1) the individual level/human resources are still limited and inadequate, especially in DPMPTSP there is still a shortage of employees according to the IT field (2) the organizational level is an embodiment that shows the relationship between functions in an organization as well as the authority and responsibility each member of the organization who carries out their respective duties (3) at the System level is a strengthening and regulation of the government's work program related to the regulation of the work program planning mechanism at the Tanjungpinang City DPMPTSP Office. In developing the capacity at the Tanjungpinang City DPMPTSP Office, it can be shown that the Tanjungpinang City DPMPTSP Office employees have intellectual competence and are better at working enthusiastically, setting performance. This type of research is descriptive qualitative, where the author tries to describe the condition of the object of a social phenomenon that is encountered as it is in the field.

Micro Business Actors in Tanjungpinang city have a variety in selling production. Micro-enterprises have an important role in increasing regional income, however, since the Covid-19 incident, their economy has increased and has not developed. This study aims to determine the Marketing Strategy by utilizing Information & Communication Technology for Micro Business Development in Tanjungpinang City. The research method used is a descriptive method with a qualitative approach. This study uses 3 indicators from Kotler & Armstrong (2008), namely: 1) Product indicators are not optimal because there are still difficulties in raw materials, capital, inadequate facilities and infrastructure for online sales. 2) The price indicator is optimal and can reach micro business actors because it follows the price of basic commodities to be sold. 3) The Place indicator is optimal because it is facilitated by the trade and industry offices to involve micro business actors through event bazaars. 4) Promotion indicators have not been optimally carried out because there are still difficulties in developing their products and require effective online training or special media coaching from the relevant Government. The conclusion in the Marketing Strategy with Information and Communication policies is that there are some that have been running optimally and indicators that are still obstacles are the lack of adequate infrastructure and lack of activities or socialization carried out by the department regarding online-based marketing.

PENGAWASAN PRODUK UMKM OLEH BADAN PENYELENGGARA JAMINAN PRODUK HALAL (BPJPH) DALAM LISENSI STANDAR KEAMANAN PANGAN DI KOTA TANJUNGPINANG

Tanjungpinang is one of the areas in the Riau Archipelago that has a variety of diverse MSME products. Halal Product Guarantee mandates the establishment of a government institution, namely the Halal Product Guarantee Agency (BPJPH). Even though it has a body that regulates and supervises food products, there are still many MSME products that are not halal certified. This study aims to determine the supervision of MSME products by the Halal Product Assurance Agency (BPJPH) in the Food Safety Standard License in Tanjungpinang City. The researcher refers to the supervisory theory model by M. Manullang. The research method used is descriptive qualitative method with data collection techniques in the form of interviews, observations and documentation. The results of the study found that in this study, namely in 1.) Setting the measuring instrument (standard), the supervision carried out by the BPJPH of the Ministry of Religion of the Riau Islands was the supervision of the flow of the certificate and halal certification process. Financing for making halal certificates on a regular basis is Rp. 300,000-Rp. 5,000,000 depending on the type of product and variants of additional materials for each MSME product business actor. 2.) Conducting an evaluation, currently it is only limited to supervising the completeness of documents to process halal certification until the issuance of a halal certificate. 3.) Taking corrective action, currently in Tanjungpinang City there are MSME products that do not yet have a halal certificate.

Implementation of the Community-Based Water Supply and Sanitation Program (PAMSIMAS), water supply in Sri Bintan Village is very limited. This study aims to determine the process of implementing the Community-Based Drinking Water and Sanitation Provision (PAMSIMAS) program in Sri bintan Village and what factors influence the implementation of the program. The results of this study are assessed from the indicators consisting of (1) standards and policy targets already have clear standards but the implementation process is not yet appropriate. (2) human resources and financial resources are not yet available as needed. (3) the characteristics of the implementing organization are in accordance with the characteristics of already knowing the responsibilities and duties of each. (4) the attitude of the implementers has not been optimal because the PAMSIMAS management body has not carried out its duties properly, such as checking infrastructure and paying dues to the community. (5) communication between organizations and implementers cannot be said to be optimal because the district person in charge does not have the right time to visit or check Sri Bintan Village. and (6) economic, social & political conditions. It is not optimal because it is still lacking and the socialization is not evenly distributed. Researchers provide suggestions for improving the process of implementing the PAMSIMAS program, improving the performance and sense of professionalism of the implementers, as well as increasing community participation in caring for and maintaining the facilities provided.

The problem regarding the quality of service contained in the Tanjung Uban Fire Department is the unavailability of firefighter posts in each sub-district. This study aims to identify and explain the quality of service as well as the inhibiting factors in the quality of service of the Tanjung Uban Regional Fire Department Technical Implementation Unit, Bintan Regency. Using the theory of Sinambela. The technical implementing element of the Regional Disaster Management Agency in carrying out technical operational firefighting in Bintan Regency in detail refers to Regent Regulation Number 38 of 2019 concerning the Establishment of a Fire Fighting Regional Technical Implementation Unit at the Bintan Regency Disaster Management Office. The results of the study were assessed from the indicators, (1) on transparency, the Tanjung Uban UPTD Damkar was transparent to the public, which did not apply different service procedures. (2) Accountability, services that can be accounted for in accordance with applicable regulations have not been maximized because the resource factor is not yet available according to the required needs. (3) Conditionally, the Tanjung Uban UPTD in carrying out proper services has not been carried out optimally. (4) Participatory, community involvement in service participation has not been maximized, due to the uneven distribution of people participating in activities. (5) Equality of Rights, in practice the implementation has provided services to the community regardless of the social status of the community. (6) The balance of rights and obligations is maximized because it always responds to complaints from the public regarding fire incidents.

EFEKTIVITAS PENGELOLAAN PAMSIMAS DI DESA BERAKIT KECAMATAN TELUK SEBONG KABUPATEN BINTAN

This study aims to determine the effectiveness of Pamsimas management in Berakit Village, Teluk Sebong District, Bintan Regency. This study also seeks to determine the factors that hinder the effectiveness of PAMSIMAS management. The research design used is descriptive research with a qualitative approach and analyzed using indicators of effectiveness 1) accuracy of program targets 2) program socialization 3) program objectives 4) program monitoring, also using management indicators 1) planning 2) implementation 3) supervision. From the overall indicators of effectiveness and management, the management of the Pamsimas program in Berakit Village has been going well in terms of its level of functioning but has not been effective in its distribution. This is because in the long summer or dry season, the availability of the existing water discharge cannot meet the drinking water needs of the residents at that time. For this reason, it is necessary to find alternative sources of raw water, especially during the dry or hot season.

Government Supervision of the Prohibition of the Import of Used Clothing based on ministerial regulation Number 51 of 2015 concerning the Prohibition of the Import of Used Clothing (Kundur Island case study). This study aims to describe the government's systematic supervision of the ban on the import of used clothing. This study uses a descriptive qualitative uses observation, interviews and documentation techniques. In this research on government supervision, the researcher is based on Article 1 paragraph 7 of the Presidential Decree on the Procedures for Supervision of Regional Government No. 74 of 2001 with aspects of functional supervision. The results showed (1) the inspection indicators on the supervision of the ban on the import of used clothing have not been carried out optimally. In order to facilitate the reach of government performance and services to the community, the
Batam City Government implements an electronic retribution (e-retribution) program for waste
collection bills in the Batam City area. Currently, there are 3 sub-districts, namely Lubuk Baja
District, Batam City District and Sekupang District that have used the e-retribution program
through electronic payment systems using barcodes. This program has been implemented by the
Batam City Environmental Service for the people of Batam City since 2018 until now. To support
obtaining the results in this study, the researcher uses the theory proposed by Siagian, (2012)
regarding Program Evaluation which includes an assessment of planning, assessment of
implementation and assessment of activities. This study uses a qualitative descriptive method based
on observation and data collection techniques. Based on the results of the study, it was found that
currently the implementation of the e-retribution program for waste management at the Batam City
Environmental Service has been going well. The people of Batam City who have used the scanned
barcode of the e-retribution get convenience in the process of paying the waste management fee. In
addition, although the installation or application of this e-retribution has not been comprehensive
in all sub-districts in Batam City, but from every sub-district that has implemented this eretribution, it was found that the implementation of this e-retribution was successful and well
implemented by the Batam City Environmental Service

Distance learning in the Regulation of the Minister of Education and Culture Number 109 of 2003, is a teaching and learning process that is carried out remotely through the use of various communication media. This study aims to identify and describe the process of implementing distance learning policies at the vocational high school level in the city of Tanjungpinang. The method in this study is a qualitative descriptive method with data collection techniques, namely interviews with 9 informants and conducting observations and documentation. In this research on the implementation of PJJ, the researcher uses the theory of Merille S. Grindle with 2 main indicators, namely Policy Content and Policy Environment. The contents of the policy are (1) Influencing Interests (2) Types of Benefits obtained (3) Degree of Change to be Achieved, (4) Location of Decision Making, (5) Program Implementers, (6) Resources. The policy environment is (1) the power, interests and strategies of the actors involved, (2) the character of the institutions and regimes in power, (3) the level of compliance and responsiveness. The implementation of distance learning policies in general has been running with policy objectives, but this PJJ policy is not effective if it is fully implemented at the SMK level.

Medicine and food are strategic commodities to be traded because they involve human survival. There is an innovation in the medicine and food distribution system which is now switching online. Medicine and food that are circulated online can be a loophole for the circulation of medicine and food that are not in accordance with marketing authorization standards. BPOM is a government agency tasked with supervising the distribution of medicine and food. This study aims to look at the supervision of medicine and food circulation online by BPOM. This type of research is descriptive qualitative. The analysis technique used triangulation technique. This study uses 4 indicators of the implementation of supervision from Handoko. The results of the research on standard indicators of monitoring measuring instruments, measuring instrument standards have been determined and applied optimally. Based on performance measurement, supervision is not optimal because supervision is uneven and does not cover all monitoring facilities. Based on the comparison of the implementation of activities with standards and analysis of deviations, supervision is not optimal because medicine and food that do not comply with distribution permit standards are still circulating in the community. Based on corrective action taken, supervision has not been carried out optimally because there are still illegal medicine and food distribution facilities that have not been monitored. The conclusion is that online supervision of medicine and food distribution is still not optimal because medicine and food that are not in accordance with distribution permit standards are still circulating in the community.

As a new autonomous region, Lingga Regency needs a budget to build. At the age of 18, Lingga Regency has not been able to carry out development to align itself with other Regencies in development. One source of local revenue is local taxes. The purpose of this study was to determine the application of the One-Stop Manunggal Administration System service in Lingga Regency in increasing local revenue. This study uses a descriptive qualitative approach with data sources used are primary and secondary data, where data collection uses observation, interviews and documentation techniques. The data that has been analyzed can be analyzed using steps including data reduction, data presentation and drawing conclusions. In this implementation research, the researcher uses the theory of Edward III (Agustino, 2016: 137). The results of this study indicate that the implementation of policies at the SAMSAT Office has been implemented properly, looking at the communication indicators, communication to the community such as socialization has also been carried out, the indicators for implementing SAMSAT resources in managing motor vehicle taxes are sufficient and adequate, disposition indicators that it is shown that the employees are very good with the development of the motor vehicle tax service system at the SAMSAT office and their response to tax services is very good, in general, indicators of the bureaucratic structure have been implemented, such as the SOP at the SAMSAT office.

The impact problems experienced the people of Pangke Barat Village from the activities of PT.SIKB to reduce these issues, community participation in the EIA process, which is an administrative requirement for every business actor and construction process that has an environmental impact to obtain environmental permits, is important. This study aims to identify and explain the process and form of community participation in the preparation of EIA at PT.SIKB. The data collection techniques using observation, interviews, and documentation. Then, analyzed data using data collection, data reduction, data presentation and drawing conclusions. The results showed (1) The Leaders make efforts to openly passively to the community, (2) There has been no socialization to the people of Pangke Barat Village regarding accommodative regulations about the importance of community involvement in the EIA process (3) Most of the people already have awareness of their environment with the establishment of a forum for environmental welfare care, (4) Pangke Barat Village has formed a forum as representatives and forums for the community to convey the complaints by activities of companies and the Karang Taruna Srijaya which has a work program and the function lead to environmental management, (5) The contents of the EIA document are unknown, and the people of Pangke Barat Village have requested to publish and reveal it to the community, (6) Coordination between parties already exists, coordination and cooperation are seen before the consultation public to discuss the preparation of the PT.SIKB EIA.

Villages have a very important role in providing targeted, focused and smooth public services, especially in program activities that are in direct contact with the interests of the community. The allocation of Village Funds shall com from the Regency/Municipal APBD sourced from the portion of the central and regional financial balance fund received by the regency/city for the village at least 10 %. This study aims to determine the performance of village government official in managing village finances and whether the activity programs made have been effective or not. The method used is qualitative with the type od effectiveness according to Duncan in (Richar M. Steers, 1985;53) namely; 1) achievement of goals, 2) integration, and 3) adaptation. The indicators for achieving the goals are quite effective. The integration indicator is still not effectively implemented, this can be sen from the lack of transparency of the village government in providing an understanding of the role of the community in the management of ADD. The adaptation indicators have not been effective because of the constraints of incompetent human resource causing delays in the planned programs so that they are not managed properly. The conclusion regarding the Effectiveness of ADD Management in Keton Village, Lingga Timur Subdistrict, Lingga Regency is that the Keton village government has tried to manage village finances by following all mechanisms and procedurs, but the implementation has not been optimal because there are still some obstacles, namely the lack of community participation and lack of human resource competence which causes the program/the activities carried out were not carried out properly.

This study aims to determine the public sector marketing strategy in the tourism industry by the Bintan Regency
Tourism Office during the covid-19 pandemic. The research method used in this study is a qualitative method with data collection techniques in the form of interviews and documentation. Data analysis techniques in this study are preparing data instruments, data collection, data analysis and drawing conclusions. The results of this study are the public sector marketing strategy
in the tourism industry used by the Bintan Regency Tourism Office during the covid-19 pandemic, namely using a 4p marketing mix (product, price, promotion, place). The tourism products defined and developed by tourism actors are very diverse. Pricing is done by prioritizing a reasonable price
in accordance with the quality of the tourism products offered. Promotions carried out by tourism actors during the pandemic using digital media. The location is very strategic, easy to reach by
tourists who want to visit and its accessibility is easy to reach for any type of vehicle. A marketing strategy that can be enjoyed by tourists in this new normal era with affordable tourism products
and strategic locations and tourists can see the tourism products they want to visit through digital media.

This research aims to illustrate the results of the implementation of partnerships in the rehabilitation activities of protected forests by looking at the mechanisms of the partnership that have indicators in the areas of contracts and agreements, financial assistance, structures, and incentives according to the hollow state concept. This type of research is qualitative research by applying descriptive research types. Data collection techniques are observation, interviews, and documentation. The results showed that the mechanism of Forestry Partnership Between Unit IV Bintan-Tanjungpinang Production Forest Management Unit with Bentan Wana Lestari Cooperative (Study on Protected Forest Rehabilitation Activities Sei Jago Bintan Regency. It is integrated or not fragmented where the effectiveness of cooperation can be achieved well based on the hollow state theory put forward by Profan and Millward, namely mechanisms, structures, and incentives. Researchers found that the implementation of mechanisms, structures, and incentives in government and private partnerships in the rehabilitation of Sei Jago protected forests involves integrated actors, meaning that these partnerships form community groups that have responsibilities and roles and cooperate with a clear division of roles. But in the development stage there are weaknesses, namely the monitoring system carried out in the rehabilitation activities of Sei Jago protected forests in Bintan Regency is not good.

The direct election of regional heads by the people is a means of realizing people's sovereignty in order to produce a democratic regional government. The purpose of this study was to determine the strategy used by the General Election Commission of Tanjungpinang City in increasing political participation during the covid 19 pandemic. This study used a qualitative descriptive research method, the data source was primary data with interviews and observations and secondary data from documentation such as written reports or reports publication. This study uses Chandler's theory in the stages of strategy formulation, namely the formulation and long-term targets, which are the efforts made by the Tanjungpinang City KPU in planning by considering various aspects. The selection of actions is the implementation of the strategy that has been formulated by the KPU Tanjungpinang City such as forming democracy volunteers, Resource Allocation related to the ability of individuals or organizations to carry out an activity, in an effort to increase the resources of the Tanjungpinang City KPU carrying out activities in the form of technical guidance to democracy volunteers and all concurrent election organizing committee. This study uses three techniques, namely interviews using interview guidelines supported by recording devices and writing instruments, Observation, which is used to make direct observations in the field, as well as documentation obtained from written relics, archives of laws and regulations and others have a relationship with the problem under study. The conclusion of this study shows that the KPU Tanjungpinang City has applied the principles of the stages of strategy formulation according to Chandler, namely formulation and long-term goals, selection of actions, and allocation of resources.

Women's Savings and Loans is one of the economic empowerment programs for women in rural areas. This program was initiated by PNPM from 2007 to 2014 with the aim of developing the potential of rural savings and loans, facilitating access to micro-scale business funding, and meeting social funding needs. The purpose of this study was to determine the implementation of the SPP program in Air Nusa Village, East Serasan District. Qualitative descriptive research with indicators 1) Policy standards and targets, the results of this research implementation of women's savings and loan programs have been implemented. 2) Characteristics of Implementing Agents, the results of this study that the UPK as the manager did not give special sanctions to each group that was in arrears. 3) Resources, the results of this study the amount of budget prepared is sufficient but for human resources (HR) in the Activity Management Unit (UPK) is still lacking, 4) Communication between organizations, the results of this research communication do not go well because of the lack of direct interaction between organizations. UPK, District Facilitator (FK) and beneficiary groups. 5) Attitudes of Tendency (Disposition), the results of this study that the beneficiaries of the SPP program do not yet have the awareness to use these funds wisely. 6) Social, political, and economic conditions, the results of this research are the economic and educational background of the beneficiaries of the SPP program, making them only focus on meeting consumption needs and the funds are only assistance, not stimulants that must be developed. The results of the field research show that the savings and loan program for women's groups has been implemented, however, there is still misuse of loan funds which results in arrears in payment of loan contributions. This is due to the lack of coordination between the women's savings and loan program management unit and the sub-district facilitator as the program implementer and the lack of awareness of beneficiaries to use stimulant funds wisely.

This research entitled "Satisfaction Level of Online Passport Queue Registration Application Users
(APAPO) at Class 1 Special Immigration Batam City". This study aime to determine the level of
satisfaction of users of the APAPO application at the Class 1 Special Immigration Office in Batam
City. This research uses descriptive quantitative method. Total population of 25.707 with samples
taken as respondents as many as 100 people. Observation and monitoring are carried out directly
by the author on the object of research using a new research instrument in the form of a
questionnaire using a Likert scale. The analysis was performed using SPSS VERSION 21.0. The
results showed that the level of user satisfaction with complaints and suggestions is at an average
value of 75,6% with a satisfied interval, the satisfaction survey is at an average value of 71,9% with
a satisfied interval, Ghost Shopping is at an average value of 73,9% with a satisfied interval, Lost
User Analysis is at an average value of 74,3% with a satisfied interval

Population administration is a series of activities for controlling and structuring population data through registration, civil registration, management of Population Administration information for public services and development of other sectors. Based on the results of field observations, the shortage of staff in the information technology department at the UPT Disdukcapil Office, Anambas Islands Regency and network operators in Jemaja District has not been stable, hampering the SIAK process. This study aims to determine the effectiveness of population administration services through the SIAK application and the factors that hinder its application in the UPT Disdukcapil, Anambas Islands Regency. This study uses a descriptive type approach with data sources used are primary data and secondary data, where data collection uses technical observation, interviews and documentation. The data that has been obtained were analyzed using data reduction steps, data presentation and conclusion drawing. In the study of the effectiveness of this study using Duncan's theory. The results of this study indicate that the implementation of SIAK services has not gone well by looking at the indicators of the objectives, timeframe and targets in these indicators, which are still constrained by internet network access, the indicators, procedures and socialization in these indicators are carried out even though they are not optimal, then on the adaptation indicators. Based on the capacity building of the UPT Disdukcapil staff, they have not carried out maximum training, only learning from the Regency Disdukcapil and based on the facilities and infrastructure there is no shortage of human resources and tools used to carry out SIAK, this is because the budget from the UPT Disdukcapil, Anambas Islands Regency exists. The conclusion of this study is the effectiveness of the application of SIAK at UPT Disdukcapil Anambas Islands Regency seen from the indicators of achieving goals, integration and adaptation are going well.

ANALISIS TATA KELOLA PERTANAHAN DI KOTA BATAM SEBAGAI KAMPUNG TUA MENJADI HAK MILIK

This study aims to analyze the background of the acquisition of land property status for the old village of Batam City and land governance in Batam city as the old village becomes a property right. This study uses a descriptive qualitative research approach as its main source of data. Data is collected through observation techniques, interviews, and documentation. Data analysis techniques use the Miles and Huberman model with Good Governance theory i.e. the indicators are Participation, Legal Certainty, Transparency, Concession-Oriented, Court-Oriented, Effectiveness, Accountability, and Strategic Vision. This study on the background by the old village is the only area that gets property rights to land through the Comprehensive Systematic Land Registration Acceleration Program in Batam City. Based on the research results and discussions then it is possible to draw a conclusion that the research results show that the principle of good governance has been applied to the land governance arrangement in Batam City as Old Village as a property right. However, in the indicators of effectiveness and efficiency it is still not well implemented as a result of the yet optimistic realization of the budget, so the rate of use of the budget is decreasing. This study recommends the need to optimize the realization of PTSL implementation, by increasing stakeholder coordination such as cutting bureaucratic lines between Batam City Land Office, Batam City Government, BP Batam and other relevant agencies by forming a coordination team. So that the process will be faster and the problems that arise will be smaller.

The performance assessments of civil servants are intended to ensure the interventions of civil servants. Assessments are done based on performance planning at the individual, unit level, and organization with an attention to the goals, achievements, results, and benefits accomplished, and behavior of civil servants. The purpose of this study was to determine the performance of civil servants at the Class II Agricultural Quarantine Office in Tanjungpinang City. This study uses a type of qualitative descriptive research, namely research that attempts to describe the current problem solving based on data presenting data, analyzing, and interpreting. To provide a clear, logical, and accurate picture of the results of data collection, the data obtained were collected in the form of data obtained through interviews, observation, documentation, and literature study which were then analyzed more deeply. The results show that the performance of Civil Servants (PNS) at the Tanjungpinang Class II Agricultural Quarantine Center is very good, this can be seen through several performance assessment indicators including quantity of work, punctuality, and quality of service. It is recommended that Civil Servants (PNS) at the Tanjungpinang Class II Agricultural Quarantine Center continue to improve their quality to provide the best service to the public

The focus of this research is the Effectiveness of Public Information Disclosure Socialization Through Bintan FM Radio Broadcasting in Bintan Regency to determine the effectiveness of public information disclosure dissemination through Bintan FM Radio broadcast program. This program was created with the aim that the people of Bintan Regency can find out information about existing developments in Bintan Regency. This study aims to determine the effectiveness of the public dialogue broadcast program with the OPD of Bintan Regency. By using qualitative descriptive research methods. The data analysis technique used in this study refers to the theory of Program Effectiveness, according to Edi Sutrisno, the indicators consist of understanding the program, being on target, on time, achieving goals and real changes. The data collection process in this study used several techniques, namely observation, interviews and also documentation. The results of the study found that the broadcasting of public dialogue broadcast programs with the Bintan Regency OPD was still not effective, this was because there were still many people in Bintan Regency who did not know about bintan radio. Researchers provide advice to Bintan radio and the Bintan Regency Communication and Information Office to collect data and record directly to the people of Bintan Regency regarding what information is needed by the people of Bintan Regency. And it is also necessary to conduct a survey to see whether the information broadcast has been well received by the people of Bintan Regency.

The development of coastal and marine resources certainly cannot be separated from the problems that then hinder the development process. Referring to the Strategic Plan of the Bintan Regency Fisheries Service 2016-2021, Gunung Kijang District which is one of the Regional Marine Conservation Areas and has the potential of abundant coastal and marine resources still has various problems in implementing the strategy. This study aims to evaluate the strategy of the Bintan Regency Fisheries Service in developing the potential of coastal and marine resources in Gunung Kijang District. This study uses a qualitative approach with a descriptive type of research. Data collection techniques used are observation, interviews, and documentation. Research results (1) On the standard of consistency, the strategy is made in accordance with the goals and directions of existing policies. However, in its implementation there are still obstacles so that there are still programs that have not been implemented or have not been optimal. (2) On the consonant standard, the strategies, objectives, and policy directions that have been made have been adapted to the existing needs and problems. However, due to limited authority for marine areas, some problems cannot be resolved quickly. (3) In the feasibility standard, the potential development of coastal and marine resources is still not maximized due to the quality of human resources of employees, the mindset of coastal communities, and the lack of fishery facilities and infrastructure. (4) On the standard of excellence, the strategies made can represent the potential advantages that exist and can be carried out in a sustainable manner. The conclusion of the research is that the Implementation of the Strategy for Developing the Potential for Coastal and Marine Resources in Gunung Kijang District has been running in accordance with the strategies, targets, and policy directions that have been made. However, in the implementation process there are still some obstacles, so the results obtained are also not fully optimal.

Poverty is a real thing for those who feel living in poverty. This is a problem that is always faced by humans, and the problem of poverty is a global social problem, for that further treatment is needed. In terms of alleviating poverty, the government is aware of the importance of this problem, the Indonesian government has attempted to tackle poverty alleviation through several poverty reduction strategies that are divided into several clusters, one of which is the Program Keluarga Harapan (PKH). The Program Keluarga Harapan (PKH) is a cash-based assistance program and social protection for the fulfillment of basic rights aimed at improving the quality of life of the poor for a better life. The purpose of this study was to determine the effectiveness of the Program Keluarga Harapan (PKH) in Meral District, Karimun Regency from the aspects of program input, process, and output. This study uses quantitative descriptive research with data collection methods using a questionnaire distribution instrument with the number of samples in this study were 19 respondents. The results of the study show that the effectiveness of the Program Keluarga Harapan (PKH) in Meral District, Karimun Regency on the aspects of input, process, and output components of education has been effective. The percentage of research results on the input aspect shows that the total research score is 847 with a total percentage of 79.60%, the process aspect is 83.33%, and the output aspect of the education component shows the percentage result is 100%. Then for the output aspect in the health and social welfare component it has not been said to be effective because it has not reached the expected percentage target. The conclusion that can be drawn from the effectiveness of the Program Keluarga Harapan (PKH) in Meral District, Karimun Regency as a whole shows that it has been effective.

This principle is Good Corporate Governance, which has been recognized since the 1997 economic crisis, a prolonged crisis which was judged to be due to companies not being managed responsibly, as well as ignoring regulations and laden with practices of corruption, collusion, and nepotism. With the spirit to create a conducive business climate, economic recovery, and create a clean government, then the principles of Good Corporate Governance began to be tried to be applied in Indonesia since 1999, including State-Owned Enterprises (BUMN), as a response to past history. the bad one. The data collection techniques used were interviews and observations as well as using other supporting techniques in the form of literature studies, both from printed and non-printed materials such as books, scientific journal articles and other electronic sources. The analytical method used is qualitative analysis, which focuses on inferring various empirical evidence based on events that occur in the field. The results of this study indicate that the implementation of the Social Entrepreneurship-based community empowerment program at Yakesma Riau Islands has not run optimally. This conclusion was obtained from the results of research which found that there were participants who were not active in coaching. Based on the analysis of the Social Entrepreneurship program on the implementation of the program in Tanjungpinang, according to Soter C. Winter, that problems related to the inactivity of participants were caused by organizational behavior factors and the target group. impact on the empowerment and development of participants.

Waste management, especially through the waste bank program, is not only a government matter but requires the involvement of other parties, namely with the private sector and the community, this can be realized through partnerships. This study aims to determine the application of the principles of partnership in waste management in the city of Batam and what factors hinder the partnership. The type of this research is qualitative research where data collection uses interview, observation and documentation techniques. Data were analyzed using steps that include data reduction, data presentation and drawing conclusions. In the Research Analysis of Waste Management Partnerships Towards Zero Waste in Batam City, researchers used Wibisono's theory regarding the principles of partnership. The results of the study can be seen from the principle of equality in waste management through waste banks that have been carried out optimally. The principle of transparency (openness) in waste management through waste banks has been running but has not been carried out optimally. There are obstacles regarding socialization to the surrounding community regarding waste banks and participation in becoming waste bank customers is still minimal. And the coordination of the surrounding devices is still lacking. The principle of mutual benefit in waste management through waste banks is optimal, partnerships have brought benefits to all parties. However, there are several inhibiting factors in this research, namely the lack of coordination and socialization, the lack of community participation and the limited facilities and infrastructure.

people. Landak Village has a wealth of nature such as tourism potential, then

optimally, even institutions that should be specially formed to manage it until now
do not exist, such as no village institution that regulates the results of the garden,

This qualitative descriptive research researcher will provide a systematic, factual

results of perindicator research, it can be analyzed that planning has been done,
planning has been done through village musrenbang, then input in rpjmdes but
problems related to potentials that have not been managed effectively by the
village government, organizing has been done the process of grouping people,
tools, tasks, responsibilities and authorities in the management of natural

This study aims to determine the implementation of the Batam City government program regarding controlling illegal settlements in Batam City, and to determine the factors that encourage someone to choose to live in illegal settlement locations in Batam City. Qualitative research method with descriptive research type with data collection using observation, interviews, and documentation. To determine the informant using a purposive sampling technique. Data sources include primary and secondary data. The data analysis technique uses descriptive analysis, which is an analysis that describes the reality that exists in the field, the Batam city program on controlling illegal settlements is a program to increase security and environmental comfort. One of the implementations is controlling illegal houses and illegal kiosks. on government-owned land as measured by six indicators, namely policy standards and targets, resources, inter-organizational relations, characteristics of implementing agents, social, political and economic conditions, and the disposition of the implementor or the attitude of the implementer. The results of research in the field, the implementation of the Batam City program on controlling illegal settlements in the Program for Increasing Environmental Security and Comfort, one of the implementations of which is Controlling Illegal Houses and Kiosks on Government-Owned Land, can be said to be successful. However, the indicators of social, political, and economic conditions were not carried out optimally due to the absence of material and non-material assistance, only assistance was given to people who could not afford it and a place to rent flats for free for six months was provided.

Bintan Regency is one of the regions that received School Operational Assistance (BOS) funds, the purpose of this study was to find out the BOS Program in helping school financing in Bintan Regency. This research is a qualitative research that intends to understand the phenomenon of what is experienced by the research subject, for example behavior, perception, motivation, action holistically. The research method used is descriptive with a qualitative approach. The theory in the study uses the Varn Meter and Varn Horn Implementation theory, namely 1) Policy Size and Objectives, the results of this study the implementation of the BOS program has been running well in accordance with the JUKNIS. 2) Resources, the results of this study are the amount of budget distributed based on the number of students. As a result, there are still unmet school needs because the budget is based on the number of students. 3) Characteristics of the Implementing Agent/Body, the result of this research is the limited ability to manage BOS funds where the School BOS Team also acts as a class teacher. 4) Inter-Organizational Communication, the results of this research have been going well, where the Regency BOS Team has carried out monitoring to every school on a regular basis. 5) Attitudes or tendencies (disposition) of the implementers, the results of this study are sanctions that are obtained if there is a delay in reporting. 6) Economic Environment, the results of this study are that there are still schools that do not include guardians of students in the management of BOS funds, schools are not transparent to their parents. The implementation of the School Operational Assistance Program in Helping Funding for Elementary Schools in Bintan Timur District, Bintan Regency has generally been running in accordance with the implementing instructions and technical guidelines (Juknis) for School Operational Assistance (BOS). For further researchers, the results of this study still require further in-depth studies, considering that this research was carried out with various limitations, both time and the lack of theoretical and data material. Therefore, future researchers can use new theories so that they can find comparisons and perfect this research.

This study aims to determine the effectiveness of the implementation of PKH in increasing education participation in Mantang District, Bintan Regency. The data collection techniques are observation, interviews and documentation. This research using the Campbell JP theory in which research results are assessed from indicators (1) In the process of program success in its implementation, it has been running well, this is related to the mechanism in the implementation of PKH, starting from the the Family Hope Programselection of prospective recipients of PKH, the amount of assistance received, the timeliness of disbursement of assistance, the number of PKH recipients, and how the impact of PKH on education participation. All processes have been carried out in accordance with established procedures (2) In the process of target success in its implementation it has gone well this is related to the accuracy of the implementers in supporting the success of the policies that have been set. (3) Satisfaction with the program in its implementation has been going well, this is related to the PKH KPM who feel very helped by the PKH assistance, KPM feels that there is a guarantee in the field of education to continue to send their children to school because of the assistance. (4) The level of input and output in its implementation has been going well, this is related to the intensity of student attendance in schools that have been effective, and the use of social assistance has been prioritized for school needs. (5) The overall achievement of the objectives in its implementation has gone well, this is related to PKH facilitators who conduct socialization to PKH KPM regarding anything related to improving the quality of life. So the researcher concludes that the implementation of PKH in Mantang District, Bintan Regency has been running effectively.

Micro small and medium enterprises (UMKM) are one of the steps in seeking to improve economic development. Lingga Regency has the potential of human resources in the field of skills that can encourage the community's economy. To improve this economy towards a better direction, guidance is needed from the relevant agencies for the micro small and medium enterprises (UMKM) community, in this case the disperindagkop in Lingga Regency. The purpose of coaching is so that the community is able to develop their creative business independently and sustainably through the provision of knowledge, socialization and education on the community's creative economy. To support obtaining the results in this study, the researcher used the theory proposed by Mathis (2002) about coaching. This study uses a qualitative descriptive method to make it easier for researchers to describe the findings of researchers based on observations and data collection techniques by researchers in the field. Through the stage of collecting data in the field and strengthening research by researchers with the methods and theories used, it was found that the results of research regarding the development of micro small and medium enterprises (UMKM) in Lingga Regency towards creative economy communities by the disperindagkop has been going well. The people of Lingga Regency who run micro, small and medium enterprises such as in the fields of culinary, handicrafts and culture that are able to become a source of income for the community independently have been able to carry out their creative businesses. In addition, the moral and material support from the Lingga district government provides convenience and marketing opportunities and creative business development for the Lingga district community.

from within the human body itself. Starting January 1, 2014 the Government of Indonesia has
launched the National Health Insurance (JKN) program with the aim of providing welfare protection
for all Indonesian people from health shocks. The Bintan Regency Government has issued a policy in
the form of Bintan Regent Regulation Number 35 of 2016 concerning Free Health Services at Public
Health Centers and Class III Inpatients at the Bintan Regency Hospital. This study was conducted to
determine the implementation of the policy of the Bintan Regent Regulation Number 35 of 2016 in
providing services to patients, as well as integrating regional health insurance into the National
Health Insurance. This research method is descriptive qualitative. This qualitative descriptive
research, the researcher will provide a systematic, factual and accurate description of the facts
according to the scope of the research. With 7 informants consisting of the Head of General Affairs
at the Bintan District Hospital, the Head of the Nursing Division of the Bintan District Hospital,
Patients at the Bintan District Hospital, and the community seeking treatment at the Bintan District
Hospital. The results of this study indicate that the policies issued to achieve the desired impact seen
from the indicators of the applicable compliance level, the smooth implementation of routine
functions, and the realization of the desired impact, it turns out that some are not in line with
expectations and are effective and efficient, the conclusion of this study is The policies that have been
implemented can be enjoyed by all people who have a Bintan ID card in getting free health services
at the Bintan District Hospital but have not shown the expected results, namely all people who have
a Bintan ID card are participants of the National Health Insurance.

local government located in Bintan and managed directly by the Bintan cultural
and tourism office.Management is carried out to make this dugong beach a more
advanced tourist destination, develop and can contribute to the area and
surrounding communities.The purpose of this research is to find out the
Management of Dugong Beach Attractions by the Bintan Cultural and Tourism
Office using descriptive methods with qualitative approaches (Bungin, 2005) And
will be studied with the theory put forward by George R Terry (Surakarna, 2011)
about 4 functions of management, namely planning, organizing, actuanting,
controling.The results of the study illustrate that the management of dugong
beach attractions carried out by the bintan cultural and tourism office has not
been implemented to the maximum because in its management the agency has not
cooperated with third parties such as villages, surrounding communities and
private sector in order to contribute to each other to achieve common goals.

KUALITAS PELAYANAN PUBLIK DI KECAMATAN BAKUNG SERUMPUN KABUPATEN LINGGA

One of the government's tasks is to provide public services. as a regional apparatus organization, the subdistrict has the task of providing services to the community, there are 17 types of services in the allied Bakung subdistrict. This study aims to determine the cause of the suboptimal quality of public services in Bakung Serumpun District. The problem in this study is that the service time does not match the standard time that has been set. Referring to the concept presented by Zeithaml et al 1990 (Hardiansyah, 2018), there are 5 indicators used to assess the quality of public services, namely Tangible, Reability, Responsiviness, Assurance, Empathy. By using descriptive qualitative research methods, then data sourced from literature studies, field observations, interviews and documentation were analyzed by data reduction, data presentation, and conclusion drawing. The results showed that the quality of public services in Bakung Serumpun District was not yet optimal due to incomplete facilities and infrastructure, not yet skilled employees in using service tools and having clear service standards that were not notified to the public. Suggestions from researchers are to add facilities and infrastructure, provide training to employees.

IMPLEMENTASI ONLINE SINGLE SUBMISSION (OSS) PADA DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU (DPM-PTSP) KOTA TANJUNGPINANG

To reform licensing and improve business licensing services that lead to E-Government, the Indonesian government issued Government Regulation Number 24 of 2018 concerning Online Single Submission (OSS) Electronic Business Licensing Services. The Office of Investment and One-Stop Integrated Services (DPM-PTSP) of Tanjungpinang City is an agency specifically tasked with providing services regarding licensing. In October 2018, the Tanjungpinang City DPM-PTSP began using the OSS system for every business permit application. The purpose of this study was to determine the Implementation of Online Single Submission (OSS) at the Office of Investment and One-Stop Integrated Services (DPM-PTSP) in Tanjungpinang City. The theory used in this research is Edward III's theory of policy implementation. This type of research is a descriptive study with a qualitative approach using data collection techniques of observation, interviews, and documentation. The results of the study indicate that (1) Communication has not been maximized, because the socialization provided to business actors is still lacking so that there is still a lack of ability and understanding of the community in the permit application process. (2) Inadequate resources, especially in DPM-PTSP, there is still a shortage of staff with qualifications in IT and supporting infrastructure such as small office buildings. (3) The disposition or attitude of the implementers have carried out their duties in accordance with the main tasks and functions. (4) The bureaucratic structure is optimal, in providing services to business actors, DPM-PTSP employees have acted according to the SOP that has been determined by the center, which is guided by Government Regulation No. 24 of 2018 concerning electronic business licensing services. The conclusion is that the implementation of business licensing services through the OSS system at DPM-PTSP Tanjungpinang City has been running but is not optimal because there are still several obstacles found in the communication variable, namely the lack of public understanding of OSS and inadequate resources

Benan village has good beach and sea potential, this is the reason Benan village is designated as a tourist destination. The management, which is managed directly by the Lingga district tourism office, has been running since 2013. To find out the development of the management of these destinations, it is necessary to evaluate the implementation of tourism development management in Benan village. The purpose of this research is to find out the factors that hinder the development of tourist destinations in Benan village and evaluate the implementation of development carried out by the Lingga district tourism office. The method used in this research is descriptive qualitative and uses data collection tools and techniques in the form of observation, interviews and documentation. To support obtaining the results in this study, the researcher uses the theory proposed by Wilson (in Sumaryadi 2005) in the process of evaluating the policy for developing the Lingga Regency destination, so this study uses the CIPP evaluation model developed by Stufflebeam and Shinkfield (Tayibnapis 2008:14) which Input Evaluation, Context Evaluation, Product Evaluation and Process Evaluation. The results of the research that researchers got regarding the development of destinations on Benan Island by the Lingga district tourism office have not gone well. This is because the Benan village destination has not made any progress in its management since it was designated as a DPUD and operates as a tourist spot. so that the community and the village have not yet had a positive impact that can help develop economic, social, and including these tourist destinations.

The Community-Based Integrated Child Protection Program (PATBM) is a movement of networks or groups of citizens at the community level that work in an integrated manner to achieve its goals, namely: Preventing violence against children, and Responding to cases that occur against children. Kelurahan Kijang Kota is a Kelurahan with a high level of cases against its children, because it needs to be evaluated. The purpose of this study was to evaluate the Community-Based Integrated Child Protection Program (Case Study of Kijang Urban Village, East Bintan District, Bintan Regency). The research method used is descriptive with a qualitative approach. The theory used is Daniel Stufflebeam's evaluation model, namely CIPP (context, input, process, product). The results of the study show 1) Context, the background of the formation of PATBM because of the many cases that occur to children, with the aim that PATBM activists can prevent and respond quickly if cases occur in children, and socialization that still needs to be developed again. 2) Input, the number of human resources is sufficient, it's just that to go to the field is still limited, and the lack of budget for PATBM, and the lack of facilities provided by the government for PATBM in the kelurahan. 3) Process, obstacles in PATBM are limited budget and time for activists, as well as future challenges so that there is cooperation with all elements in society. 4) Product, related to statistics on the increase or decrease in cases after the PATBM Program was not available, and for cases that occurred a lot, only for a small amount of reporting. In the dimension of Efficiency, the measurement of the efficiency level of the implementation of the village fund program is seen how the parties involved run the program. At the stage of implementing the management program to support tourism in the
Telaga Biru Desert, the people who play an active role in tourism management
are already good. However, the community is still limited to building or repairing
facilities and infrastructure because the blue lake desert land does not belong to
the Busung village but belongs to the private sector. If you want to carry out
construction and repairs, you must get permission first. The results showed that
the village of Busung has been able to take advantage of the village's potential to
contribute to the community to the village government and at the same time
protect the environment.

This study discusses the effect of finger print attendance and remuneration on the work quality of employees of the Faculty of Social and Political Sciences, Raja Ali Haji Maritime University, Tanjung Pinang. The aim of this study is to determine the effect of finger print attendance and remuneration on the quality of work of employees of the Faculty of Social and Political Sciences, Raja Ali Haji Maritime University, Tanjungpinang. The type of this study is associate research using a quantitative approach. The techniques used for data collection in this study are questionnaires, observations and documentation studies. Data retrieval is carried out using the Saturated Sampling method with a total sampling of 19 respondents. The data analysis technique used in this study is a multiple correlation technique with hypothesis testing through multiple linear regression processed with the SPSS version 26 program. The results of the calculation of multiple linear regression tests with a significance level of 5%, which the value of Sig. F Change is less than 5% (0.002 > 0.05). Based on this value, it can be concluded that H0 is rejected and Ha is accepted. From the results of the Determination Coefficient (R) it was found that the effect between finger print attendance and remuneration on the quality of work of employees was 0.531 or 53.1%. This proves that the effect between finger print attendance and remuneration on the quality of work of employees is in accordance with the coefficient interval 0.60 - 0.799 (strong). The simultaneous contribution of finger print variables and remuneration to employee work quality was 53.1%, while the remaining 46.9% is determined by other variables not included in this study. The results of this study indicate that there is an effect between finger print attendance and remuneration simultaneously on the quality of work of employees at the Faculty of Social and Political Sciences, Raja Ali Haji Maritime University, Tanjungpinang

This study aims to identify and explain the implementation of forest protection policies in the Sungai Pulai Protected Forest Area, Gunung Lengkuas Village, Bintan Regency. This study refers to the Edward III policy implementation model with the variables of communication, resources, disposition and bureaucratic structure. The data collection techniques were carried out by observation, interviews, and documentation. The data obtained were then analyzed using steps including data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the communication process has involved related parties such as the Department of Environment and Forestry of the Riau Islands Province, UPT KPH, and the Police. Furthermore, the indicators of resources are still minimal, such as facilities and infrastructure, field officers, and budgets. Then the disposition aspect where the attitude of the implementer is good and has a commitment in implementing the policy. The bureaucratic structure of policy implementation is in accordance with the Standard Operating Procedures listed in the Regulation of the Governor of the Riau Islands Province Number 52 of 2017. The inhibiting factors for implementing forest protection policies in the Sungai Pulai Protected Forest Area, Bintan Regency, such as the lack of resources, and clear Standard Operating Procedures.

Consumer Personal Data Protection in Indonesia is very important considering that there have been cases of failure to protect User Data (including consumers) on the Tokopedia site. The first problem formulation of this research is the rationale for the need for personal data protection and the second problem formulation is the protection of consumer personal data in the privacy policies of Shopee, Tokopedia, and Lazada. This research is a normative legal research using a conceptual approach. The results of the study state that the rationale for the need for personal data protection is that philosophically Personal Data Protection is a manifestation of the recognition and protection of human rights in which the Personal Data Protection Bill uses the Pancasila foundation to be strong and accountable. Sociologically, the formulation of personal data protection regulations is due to protect the individual rights of the community because currently there are many cases of personal data leakage. Juridically, the protection of personal data has indeed been regulated in Article 28 G paragraph 1 of the 1945 Constitution of the Republic of Indonesia because the protection of personal data is a manifestation of the constitution, the Privacy Policies of Shopee, Tokopedia, and Lazada have regulated the protection of consumers' personal data. These three e-commerce sites do not guarantee that users are protected absolutely or one hundred percent. The privacy policy states that there may be third parties collecting personal data using certain information technologies when service users (including consumers) make electronic transactions on e-commerce sites.

This change raises many questions in the community whether the electronic certificate has the same legal force as the previous land certificate, so the authors formulate the problem in this study, namely how the legal power of the electronic certificate as proof of land ownership rights, using legal certainty theory and research methods normative law and legal systematic approach. Therefore, it is concluded that the legal force of electronic certificates, both in the form of electronic and printed data, is valid and has binding legal force in accordance with the provisions of the applicable procedural law in Indonesia. And its validity is proven when the electronic certificate is issued in the electronic system whose access to the electronic system database is controlled by the owner of the land.

Exclusionary Rules are arrangements or doctrines that require judges to set aside evidence obtained against the law in a trial, such as unauthorized searches and wiretapping or coercion and torture in obtaining information. This study aims to explain how the exclusionary rules principle in countries that adhere to the common law and civil law legal systems and whether exclusionary rules are known to be applied in the evidentiary system in Indonesia. This research is a normative legal research that uses a comparative law approach and secondary data sources. The results show that first, the principle of exclusionary rules was initially only known in countries that adhere to the common law legal system because of the proliferation of illegal evidence, one of which was the United States of America, but now the practice of the exclusionary rules principle is already known in civil law countries, namely Dutch. Second, Indonesia does not explicitly recognize Exclusionary Rules but the existence of the principle of Exclusionary Rules can be seen in Article 184 of the Criminal Procedure Code of the phrase "legitimate evidence" must be valid evidence, both in terms of acquisition and type, so it can be concluded that the principle of Exclusionary Rules is already known. in the Common Law and Civil Law countries and in the adjudication stage in Indonesia there are no exclusionary rules so that the evidence submitted to the trial is not disputed as long as the evidence has been recognized in the laws and regulations.

These promotions make people continue to remember and then be interested in online gambling. The purpose of this study is to determine the legal view of advertisers and promotions charged with online gambling through YouTube and to determine criminal liability against advertisers and promotions charged with online gambling through YouTube. The type of research used in this research is normative law, through literature study with a conceptual approach and a statutory approach. Sources of data used in this paper is secondary data. The results of this study indicate that the act of placing advertisements and promotions containing online gambling through YouTube can violate the provisions of laws and regulations and legal norms if they meet the elements of a criminal act. To determine whether or not a criminal act can be accounted for, one must look at the guilt for the criminal act that has occurred. The rules governing the installation of advertisements and promotions containing online gambling through YouTube are regulated in article 27 paragraph (2) and the criminal sanctions in article 45 paragraph (2) of Law Number 19 of 2016 concerning Information and Electronic Transactions. So it can be concluded that the actions carried out by advertisers and promotions containing online gambling through YouTube are criminal acts that have fulfilled the elements in a criminal act and can be held criminally accountable.

This regulation is also part of the government's commitment to protect the Indonesian people's morals and culture, as well as the negative effects of alcoholic beverages. Protectionism is implemented in this Minister of Finance Regulation in the form of barriers or restrictions in the form of tariffs, with high import duties of up to 150 percent for alcoholic beverages. This study uses a qualitative research method. The result of this research in the application of protectionism policies implemented in the Regulation of the Minister of Finance in Tanjungpinang experienced several obstacles. the amount of customs and excise resources available is inversely proportional to the area of the supervision area. As a result, there is an not optimal amount of excise on alcoholic beverages and a high number of illegal alcoholic beverages entrants.

Transnational Organized Crimess have started to become the world's attention because they are considered detrimental to the state. In Natuna Regency, the movement of TOCs that occurs is the existence of the Fisheries Mafia (Middlemen). This study uses the concepts of Transnational Organized Crimess and IUU-Fishing and uses the theory of Transnational Organized Crimes. The purpose of this research is to find out existence of TOCs activities in Natuna Regency, to know the development of SKPT in the last few years and also to know the export barriers in SKPT Natuna Regency. This research method is qualitative which is based on literature study and the results of field observations. The results of this study found that there were several problems including the existence of a market monopoly by the fisheries mafia, the lack of maximum data archives in several agencies and inadequate human resources

In the process of determining refugees status, the United High Commissioners for Refugees (UNHCR) will carry out this process. When an application for protection status is rejected, the asylum seeker will be given another opportunity to appeal. however, to get the protection status still rejected, the case will be closed which is called Assylum Seekers Final rejected. This research was conducted at the Tanjungpinang Central Immigration Detention Center, which aims to describe the responsibilities, roles, and obstacles in handling asylum seekers with Final Rejected status. This study uses qualitative research methods and data collection techniques with interviews, observations and documentation conducted at the Tanjungpinang Immigration Detention Center. The results showed that after the case was closed, the asylum seekers would be transferred to an immigration detention center and change their status to detainees. Processing to the country of origin is the duty of the immigration detention house as stated in Presidential Regulation Number 125 of 2016 article 29 concerning the handling of foreign refugees.

implementation of the tourism marketing development program carried out by the Lingga Regency
Tourism Office was running well. Using the theory from Sumaryadi (2010) regarding the elements in
policy implementation, namely: Process, Objectives and Results or Impacts which in the
implementation of tourism development programs carried out by the Lingga Regency Tourism Office
have carried out several activities aimed at the development and marketing of tourism in Lingga
Regency. , so that it can have an impact on increasing tourist visits and improving the regional
economy in the form of Regional Original Income. The results of the research on the process element
found that the Lingga Regency Tourism Office was able to carry out all activities in the
implementation of tourism marketing development programs. Then the objective element is that the
Tourism Office has a target goal to be achieved through destinations, promotions, institutions, and
industries which, if all of them are achieved, will be a successful use of regional potential. As well as
the result or impact element, namely an increase in tourist visits and an increase in Regional Original

The research method used is qualitative research with a descriptive approach. Data collection techniques are through observation, interviews, and documentation. The unit of analysis in this research is the Department of Social Affairs and Community Empowerment of Batam City and the Nilam Suri Rehabilitation Building. The results of this study obtained by the authors indicate that the role played by the Batam city government through the Social Service in controlling beggars and homeless people is still not enough to control the homeless and beggars still lack of training provided and carried out by the Batam City Social and Empowerment Service. and some changes are needed, both from a number of factors, both in terms of training and changes in applicable regulations to become more effective and efficient, in terms of training, capital, supervision, education, and also changes to regulations for homeless people and beggars in the city of Batam.

The research method used is descriptive qualitative with the research location in the Sagulung District, Batam City. Data was collected by observation, interviews and documentation. Data analysis techniques by reducing data, presenting data and drawing conclusions. The results show that public policy actors have communicated well, provided resources including staff, information, authority and facilities, made dispositions including cognition, direction and response quite well, and had followed aspects of the bureaucratic structure in accordance with applicable rules through the implementation of the Standard. Then the obstacle is that the local government cannot unite other related agencies. The purpose of this study is to determine the implementation of the Family Planning Village Program by the Tanjungpinang City Government (In Dompak Village). In this study, the author uses a qualitative descriptive type of research. The result of the research is that the Implementation of the Family Planning Village Program by the Tanjungpinang City Government (In Dompak Village) is good. The Dompak Village itself is in accordance with the decision of the Dompak Lurah Number 25 of 2020 concerning the determination of the management of the KB Village management, but for cadres and then the management needs information such as training and socialization specifically in this KB Village Program, the implementers are considered to need to master the existing technical instructions. The existence of supervision of forests will certainly suppress the actions of individuals who do forest damage. This study aims to determine fact finding, preventive, present and efficient supervision in forest police supervision in forest protection (abs (Study on Bintan Regency Protected Forests in 2020). truck). This type of research is a qualitative research by applying the type of descriptive research. Data collection techniques are observation, interviews, and documentation. The results of the study show that fact-finding supervision in the supervision of the forest police in forest protection, namely in the Implementation of Supervision of Protected Forests in Bintan Regency in 2020 can be achieved well based on the Sian-gian Theory, namely Supervision is divided into 4 indicators, namely Fact Finding Monitoring, Preventive Monitoring, Current Monitoring, and Efficient Monitoring. Researchers found that the implementation of Supervision of Protected Forests in Bintan Regency in the Implementation of Forest Police had implemented existing guidelines but did not yet have a Standard Operating Procedure (SOP) then in the Implementation of Supervision the Forestry Police carried out a division of tasks in groups with a total of 8 personnel and involved the community in around the Protected Forest Area. However, in the implementation of supervision, violations of forest damage were still found in Bintan Regency in 2020 so that the form of supervision carried out by the Forestry Police has not been effective because there are still weaknesses in carrying out their duties. And the efforts made have not been quite successful in the violations that occurred in the Protected Forest of Bintan Regency in 2020.

The government has implemented the National Policy, namely the Transition of Kerosene to LPG Gas since 2007, and until now this policy still has shortcomings and there are still irregularities in its distribution to the public, therefore supervision is needed. Supervision is one of the roles that the government has to prevent continuing problems related to policies that have been implemented. The Department of Trade and Industry of Tanjungpinang City as an agency engaged in Trade and Industry, has the task of supervising the distribution of Subsidized 3 Kg LPG, especially in East Tanjungpinang District. The purpose of this study was to determine the supervision of the Department of Trade and Industry of Tanjungpinang City on the Distribution of 3 Kg LPG Gas in Tanjungpinang Timur District. The theory used in this research is Kartono's Supervision Theory. The research method used is descriptive qualitative with research location in East Tanjungpinang District. Data was collected by observation, interviews and documentation. Data analysis techniques by reducing data, presenting data and drawing conclusions. The results of the study found that currently the supervision carried out related to the distribution of 3 Kg LPG Gas to the community in the East Tanjungpinang District area has not run optimally and efficiently. There are still inhibiting factors which include the lack of human resources in conducting guidance and supervision, the lack of understanding of the base owner regarding not being allowed to sell to retailers and the lack of coordination related to gas sales that are not in accordance with the provisions.

Transportation plays an important role in fulfilling various human needs such as the need for education, health, economy and others. There are various kinds of transportation in Batam, namely online transportation and conventional transportation. The actual online transportation is not much different from conventional transportation, but it is more convenient and the price is also affordable. The existence of online transportation is a bit of getting rid of conventional transportation, because in this technological era, because in the era of increasingly rapid technology we can order transportation or vehicles that are safer, more comfortable and more affordable. The occurrence of conflicts between online taxis and conventional taxis in the city of Batam, where the conflicts occur in crowded places such as malls, town squares and lodging places. Conflicts from the two different taxi parties often cause debates or disputes because one of the drivers picks up passengers, from the online taxi dispute and conventional taxi there is also violence where one of the taxis does not want to give in not only violence but quarrels. This study aims to find out how the role of the city government in overcoming the problems of online taxis and conventional taxis in Batam City. The research method used is a descriptive research method with a qualitative approach, data collection techniques are carried out by means of interviews, observations and documentation related to the government's role in conventional taxis and online taxis. The data that can then be analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Government Role theory approach according to Ndraha (Labolo, 2010:36) namely the Government's Role as Regulator, Government's Role as Dynamizer and Government's Role as Facilitator. Based on the results of the study, it can be concluded that the role of the city government in overcoming the problems of online taxis and conventional taxis in Batam City is quite good, this can be seen from the three indicators of the government's role in resolving conflicts, there is one indicator that has not been maximized, namely the role of the regulator government.

One of the govermentâ€™s efforts to improve targeting and encourage financial inclusion in the distribution of social assistance was transformed by the Raskin program into the BPNT Program in 2017. BPNT is assistance from the government that is given to KPM every month through electronic money and banking mechanisms which can then be used to obtain food ingredients in e-Warong. The amount of assistance for the BPNT program is Rp. 200,000/month/KPM. The purpose of this study was to determine the implementation of BPNT in Sungai Langkai Village, Sagulung District, Batam City in 2020. The writer used descriptive qualitative method. Data collection techniques were carried out by observation, interviews, and documentation. The results in this study are seen from Edward III's theory, namely (1) communication, related to socialization and education to KPM, (2) resources, related to budgetary resources, facility resources, and human resources, (3) disposition, tendencies of BPNT program implementers, (4) bureaucracy, related to SOPs and BPNT implementation mechanisms. The purpose of this study was to determine the implementation of the KUB Program seen from the growth of KUB, KUB development, work relations, monitoring, evaluation and reporting of KUB fishermen in Paya Togok Tanjung Batu, Kundur District. This research is a descriptive research with a qualitative approach. Techniques and data collection through observation, interviews, and documentation. This study uses the Van Meter and Van Horn Implementation models using six indicators. 1) Standards and policy targets are less than optimal, this can be seen from the goals achieved have not been maximized in increasing and developing the scale of capture fisheries business, 2) Limited resources, namely implementers and infrastructure are still experiencing obstacles, 3) Relationships between organizations are not optimal due to lack of policy coordinator in providing direction to KUB Paya Togok in accordance with the contents of program policies, 4) Characteristics of implementers, strongly support the existence of this KUB program but in its implementation it is not optimal because there is no capital in developing KUB 5) Social, economic, and political conditions in this variable already optimal, this can be seen from the support from the Paya Togok community. 6) Disposition of implementers, lack of understanding of fishermen on program policies so that the implementation process does not go according to policy directions.

During the covid-19 pandemic, many people who passed by using sea transportation to make the crowd in and out of Padang District Which led to a lack of discipline in maintaining health protocols in the port area, such as by not using masks, not maintaining distance while waiting for departure and not maintaining distance between passengers while on the way using an engine boat. So many people are exposed to the cvid-19 virus. The theory in this study is the theory of policy implementation. Mazmanian and Sabatier. The method used is qualitative research methods. The results of this study are in accordance with mazmanian and sebatier theory, namely there are three indicators that determine the success of the implementation of the characteristics of the problem: where it is found in the implementation of the policy of many people who do not apply health protocols because they are not disciplined about the use of masks and maintain distance between individuals. The research method used is a descriptive method and uses a qualitative approach through the acquisition of data by observation, interview and acquisition of secondary data in the form of books. The results showed that the JPT Pratama Selection Process During the Covid-19 Health Emergency in the Riau Islands Provincial Government in 2020 had been running although some were still not fully implemented, this was seen from the seven aspects, namely the Open Recruitment Policy, Specificity, Candidate Appointment Based on the System Merit, Communication Problems, Challenges, Transparent Selection Procedures, Selection Committee. Based on the results of research and discussions that have been carried out by researchers regarding the JPT Pratama Open Selection Process during the Covid-19 Health Emergency in the Riau Islands Provincial Government in 2020, namely based on the seven aspects that the researchers used as a reference for the research. Aspects of open recruitment policy, specificity, communication problems, challenges, and the selection committee that fulfills these aspects. Aspects of appointing candidates based on a merit system, and aspects of transparent selection procedures are the most important aspects that are weaknesses in this open selection process where the selection committee does not announce the scores obtained by the selected participants and does not announce the overall score from the results of all selection stages.

Political parties and candidates must develop tactical steps as a strategy to gain victory in the general election. This research examines the political strategy of winning the NasDem Tanjungpinang party in the 2019 legislative elections, which succeeded as the only political party with the most significant increase in seats of 4 seats after previously in the 2014 legislative election it did not get a seat in the Tanjungpinang City DPRD parliamentary seat. This research method is descriptive using a qualitative approach. The data collection techniques were carried out by observation, interviews and documentation. The data that has been analyzed can be analyzed using steps including data collection, data reduction, data presentation and drawing conclusions. The conclusions obtained from this research are based on the type of strategy, the NasDem Tanjungpinang party in winning the 2019 legislative elections used an offensive strategy to attack political opponents by expanding and penetrating the market (people who use voting rights) by using the strategy method of political segmentation, political targeting, political positioning and political marketing of elected candidates. For political parties, offensive strategies are still very relevant if they are carried out to gain victory or maintain positions in political positions in the implementation of general elections. This is because an offensive strategy directs political parties to expand the market (people who use the right to vote) which is considered to contribute votes to political parties, only with votes that many political parties will obtain and maintain political positions in general elections.

Data collection techniques by means of observation, interviews and documentation related to implementation performance actors in the Buru Village the data obtained was then analzed qualityvely by wxamining all the data collected and supported by the results with interviews with a theoretical apporoach according to Ripley in( Purwanto and sulstyani 2016 106), from the results of the study it can be seen that basd on the results of the study, it can be concludes that the performance of the Implementation of the Self-Help housing Stimulant Assistance Program in Buru Subdistrict, Karimun Regency in 2018 using 7 indicators there are 3 indicators the are still not optimal, namely the Coverage, Frequency and biased.

The purpose of this study is to find out how the Tanjungpinang City Traffic Unit Police Efforts in tackling illegal racing actions that are rife in Bukit Bestari District, Tanjungpinang City, especially in Pamedan, Jl. Basuki Rahmat, Jl. I.R. Sutami and Dompak. According to Ibid in Nasution (2018), empirical crime prevention consists of two main parts, namely Preventive Efforts, which are follow-up actions that are still at the level of prevention before the occurrence of a crime. In preventive efforts, the emphasis is on eliminating opportunities for crime to be committed. And Repressive Efforts, these efforts are carried out when there has been a crime/crime whose action is in the form of law enforcement by imposing punishment. The research method in this research is descriptive qualitative, in this descriptive qualitative research, the researcher will provide a systematic, factual and accurate description of the facts according to the scope of the research. Based on the results of the study, it can be concluded that countermeasures to prevent acts committed by teenagers in illegal racing actions are not only from the police, but also from the community, the head of the RT or sub-district apparatus and especially parents whose children are involved in this group. which contributes more in overcoming and preventing so that in the future there will not be repeated acts that violate the law. The formation of BUMDes is a way of utilizing the law that gives authority to village governments to innovate village development, one of which has been realized by Jang Village under the name BUMDes Kejora Indah. However, the results of the efforts of the BUMDes have not contributed maximally to the PADes and the improvement of the village economy. This is shown based on financial data in the first year BUMDes Kejora Indah suffered a loss of 42,08,517 and in 2021 net assets have not been able to exceed their capital participation. In addition, there are several business units with a sufficiently large unit value that have not been able to operate optimally. So, the writer is interested in knowing how the management of the Kejora Indah BUMDes causes this problem to arise. This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, observations, and documentation. The results showed that Kejora Indah BUMDes could only carry out clean water business, selling 3kg LPG gas and renting molen in accordance with the AD/ART BUMDes of Jang Village. The purpose of this research is to study and find out the strategy of the Tanjungpinang city government in controlling street vendors in Tanjungpinang city based on Regional Regulation number 7 of 2018 concerning public order with a qualitative descriptive method and using data collection tools and techniques in the form of observation, interviews and documentation. To obtain research results and make it easier for researchers to carry out this research, researchers used the theory proposed by Andrew in Aristo Christian Langi (2019) which discusses the stages of formulation, stages of termination, stages of implementation and stages of assessment. The results of the research that the researchers got regarding the Tanjungpinang city government's strategy in controlling street vendors were not going well. This is because there are still many traders who display their wares in areas that have been banned and the government's strategy is not exactly. In addition, the government has not succeeded in providing a solution to the implementation of the regulation by meeting the needs of street vendors in Tanjungpinang. The need that has not been met is the availability of a field or location that supports street vendors

In Indonesia, the issue of taxes on e-commerce has become one of the issues discussed, including in Batam City. Technological developments have become a new medium for interacting and transacting, including the Indonesian people. Enactment of Regulation of the Minister of Finance Number 199 of 2019 concerning customs, This study uses a qualitative descriptive method with public policy theory according to Leo Agustino (2006). Data collection techniques in this research are literature study, field study (observation, in-depth interviews, and documentation). The data analysis technique used is data reduction, data presentation, and conclusion drawing. From the results of the research on these indicators, the results obtained from the policy regarding the increase in customs and taxes on e-commerce in Batam City in general have been going quite well, judging from the achievement of the objectives of the regulation have been achieved, but this regulation greatly affects business actors e-commerce which causes many businesses to experience a decline and even closure, so it is necessary to evaluate and review.

Covid-19 is a large family of viruses that spread disease in humans and animals. The government as one of the policy makers who made this covid-19 a national disaster. This is because the increasing number of cases in Tanjungpinang City. The purpose of this study was to determine the implementation of mayoral regulation no 44 of 2020 concerning the application of discipline and law enforcement of health protocols as an effort to prevent and control covid-19 in Tanjungpinang City. The method used in this study is a qualitative descriptive method with information as many as 11 people and uses data collection and data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the implementation of mayoral regulation no 44 of 2020 concerning the application of discipline and law enforcement of health protocols as an effort to prevent and control covid-19 in Tanjungpinang City in terms of communication in its implementation has gone well such as through radio, television, social media, to directly during patrols. Resources in implementing mayoral regulation no 44 of 2020 concerning the application of discipline and law enforcement of health protocols as an effort to prevent and control COVID-19 in Tanjungpinang City are sufficient, both from human resources, resources and facilities. The disposition in its implementation is quite maximal, although there are still obstacles between the government and the community. Implementation in its implementation there are already rules in implementing regulation 44 of 2020 concerning the application of discipline and law enforcement protocols as an effort to prevent and control the Covid-19 of Tanjungpinang City. Carang River Terminal is a type B terminal that serves public transportation routes and services within and between cities. If public transportation and these services are not arranged, regulated properly, it will cause congestion on public roads considering the City of Tanjungpinang. Regarding the service and operation of the Carang River terminal in Tanjungpinang City, it does not work as intended, this can be seen from the lack of public transportation and services parked on public roads even though the Carang River Terminal. The research objective to be achieved is to find out the obstacles and constraints in optimizing the function of the Carang River Terminal. The research method used is a descriptive research method with a qualitative approach, data collection techniques are carried out by interview, observation and documentation related to the Analysis of Factors Affecting the Low Effectiveness of the Carang River Terminal Service Tanjungpinang City. The data can then be analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Jones theory approach in Purwanto (2007: 43) namely the external source approach, internal source approach, and technical support approach. Based on the results of the study, it can be concluded that the Carang River Terminal service has not been running effectively. Empowerment is one of the important aspects in social life. In the context of government, the Fisheries Technical Implementation Unit (UPTP) is one of the regional apparatuses that focuses on the fisheries sector. With regard to empowerment, it certainly leads to the fishing community, namely, which in empowering the fishing community through the fishermen's assistance program is one of the goals for the welfare of the community, especially the fishing community. The purpose of this research is to make a study of the empowerment of fishermen that has been applied by the Fisheries Technical Implementation Unit (UPTP) to the fishermen community in Buru Village, Buru District, Karimun Regency, and what is the impact of the lack of fishing business groups in Buru Village. , using Cook and Macaulay theory. The research method used is descriptive qualitative method with 9 informants and uses data collection techniques in the form of observation, interviews and documentation. The results of the study found that the Empowerment carried out by the Fishery Technical Implementation Unit (UPTP) for fishing communities in the implementation of the fishermen assistance program in the Buru sub-district was good, where the fishing communities who received assistance through the fisherman assistance program felt helped in the facilities received according to each fisherman's needs. . In addition, there are still some fishing communities in Buru Village who do not receive assistance, this is because they do not have a fishing business group, lack of knowledge in social life, and also because the fishing community does not care about the fishermen's assistance program.

This study research to evaluate the results of the KUBE-PKH E-Warong Program in Tanjungpinang City in 2020. The research method used is descriptive qualitative. This study uses the evaluation model of Brigman and Davis using four indicators. The results of the study show: 1) Input indicators, the implementation of the E-Warong program in Tanjungpinang city is quite optimal, where the elements in the implementation of the E-Warong program have worked well according to their respective tupoksi, although there is still a lack of responsibility from the implementing agency, 2) Process indicators, the implementation of E-Warong in Tanjungpinang City is easy and uncomplicated, 3) Output indicators, Tanjungpinang City E-Warong has not reached its goal, this is because Tanjungpinang City's E-Warong doesnâ€™t carry out its functions according to policy, and there are still many KPM with underprivileged status 4) Outcome indicator, with the existence of E-Warong Tanjungpinang City, has an impact on E-Warong managers in increasing daily needs, and helping KPM reach locations for social assistance transactions. Conclusion E-Warong Tanjungpinang City has not been implemented properly, this is because there are many functions of E-Warong not being carried out, and have not yet achieved its goal of improving the welfare of the community, this is because the status of the underprivileged community is still very high, therefore it is necessary to improve carried out such as: conducting more in-depth socialization of each implementing agent in order to better understand the objectives and functions of E-Warong, so that the implementation process goes well.
