The background of the newspaper seller's children comes from a poor family. From some of these children the money they get is to help their parents, but some of them are also used to play internet cafes (Internet cafes). The age limit for street children who are borne by the Tepak Sirih shelter is 17 years, then when they are 18 they will be returned to their respective families. This study aims to describe how the role of a halfway house in handling street children selling newspapers in Tanjungpinang City is. This research was conducted through the stages of observation, interviews and documentation conducted by researchers. The research method used is descriptive qualitative method. The theoretical framework used is the functional structural theory, according to Talcott Parsons in the theory that from the Goal, that system must be able to determine a goal and must strive to achieve that goal. The informant determination technique used in this study used a purposive sampling technique, using 7 informants.<br><br>Based on the results of the analysis using this theory, it can be concluded that the role of the halfway house in handling street children in Tanjungpinang City, the researcher concludes that the empowerment or development of street children is aimed at reducing the growth of the number of street children. These activities are held every month, and some of these activities are attended by their parents. On average, street children who are fostered by the Shelter House of the Tanjungpinang City Social Service are those who still live with their parents but due to poor economic conditions, they carry out economic activities or work on the streets. The purpose of this study was to determine the role of parents in overcoming children's learning problems during the Covid-19 pandemic in Dompak Indah housing.<br>The research method used is qualitative with a descriptive approach. Data collection techniques were carried out by means of interviews, observations and documentation related to problems. This study aims to determine the social adaptation carried out by the elderly.<br>Based on this, in formulating the problem, it will be discussed how the process of<br>social adaptation of the elderly living in the Nursing Home, Rumah Bahagia Bintan,<br>Kawal Village, Gunung Kijang District. This research was conducted through<br>observation, interviews and documentation conducted by researchers. The method<br>used is a descriptive qualitative method. The theoretical framework used is the<br>concept of the self-adjustment theory by Schneiders.. This is done as a good firs step to realize a comfortable city plan and free from<br>waste in any form, especially those that have the potensial to be recycled tto become a work of art<br>and have economic value. The Akari Cek Konon community is said to have made various models of<br>clothing costumes form processed waste materials in the form of cardboard, plastic, bottles and<br>others. The method used in this reserch ia a qualitattive method. And using data collecyion tools and<br>techniques in the form of observation, interviews and documentation. To support obtaining the results<br>in this study, the researcher uses the theory of stuctursl functionslism proposed by Talcott Parsons.<br>The data obtained is this result of research data which is analyzed and thenn conclusuons are drawn.<br>The result of the study found that the problem seen by researchers was that there was no serious<br>follow-up from the Lingga Government in responding to the efforts of the Akari Cek Konon<br>Community to make carnival costumes from recycled waste into works of art. Drug problems can strike from the lower, middle, and the upper classes at any age, so this needs to be watched out for and eradicated together. In terms of sociology, drug use can violate the norms and values that apply in society. This study aims to explain how the causes of drug abuse in Bintan Regency community can occur. Based on this, the author formulates a problem regarding how drug abuse is carried out in the Bintan Regency community. This research used a descriptive qualitative method. Interviews, observation, and documentation are the data collection methods used. The theoretical framework used is the anomie theory by Robert K. Merton and the associative differentiation theory by Edwin H. Sutherland. The informant collection technique that the researcher used was purposive sampling, with a total of five people, consisting of one investigator from Class II A Narcotics Prison in Tanjungpinang City, one head of the Institution Recipient of Obligatory Reporting at the Karsa Foundation, one person as a drug dealer and user, one drug dealer, and one drug user. This research uses descriptive<br>qualitative method. Data collection methods used are interviews, observation and<br>documentation. The research informants consisted of six people from the<br>community who were originally from Tanjungpinang people, then these six people<br>were from the sakura guild. The results of this study<br>found that social capital is interconnected with the community. Social capital is a<br>complement to human capital to achieve one's success. With the existence of social<br>capital can explain how a person can be better at doing work, feel a responsibility,<br>and are obliged to help each other. And with social capital makes a person feel<br>confident with each other, and even feel dependent on each other in the community.<br>There are three main elements of social capital, namely (network), (reciprocity),<br>and (trust). Social values are not simply obtained when he is born, but with a value system that<br>is taught by parents to their children with adjustments here and there. Every individual when he<br>grows up needs a system that regulates or some kind of direction to act in order to develop a good<br>personality in associating and interacting with society. The phenomenon in this case is the lack of<br>parental attention to children who marry at an early age, parents are busy working outside the<br>home resulting in children doing bad things in promiscuity. The research used a qualitative method (Lexy Moleong, 2006: 04), will focus on seeing how the Management of the Madu Tiga Beach &amp; Resort Tourism Object in the Village of Malang Rapat, Bintan Regency to increase locally-generated revenue. The research studied on the theory presented by George R. Terry (Sukarna, 2011:11) regarding four management functions, namely: Planning, Organizing, Implementation, Supervision. The research shows that Madu Tiga Beach &amp; Resort Tourism Object management is good enough to make it the best in the Malang Rapat village and increase the village economy. This study aims to determine the strategy of the Lingga Regency Government in improving the education of marine tribal children in Kelumu Village, the research method used in this research is descriptive qualitative with informants namely the head of the education office, the Head of Kelumu Village, the Customary Head, and several Sea Tribe community. Data were collected through interviews, observation and documentation. By using the theory of Fred R David where there are 3 indicators, namely; strategy formulation, strategy implementation and strategy evaluation. The results of the research show that the government has developed a strategy to improve the education of sea tribe children through the education office by conducting equalization of education for school age children, especially for marine tribe children as evidenced by the existence of programs that have been created and implemented, as well as a literacy school development plan. Regulation of the Minister of Manpower No. 5 of 2001 <br>concerning the procedures for implementing work accident insurance, death <br>insurance and old age insurance in the article in article 31 part b, namely workers <br>outside of work relations or independent workers. The purpose of this study was to <br>determine the implementation of work safety guarantees for drivers by the Gojek <br>company in Tanjungpinang. This research method uses descriptive research with a<br>qualitative approach, the type of data used is primary data, secondary data where <br>data collection uses documentation, observation and interview techniques. In the <br>implementation of this work safety guarantee the author uses 4 indicators Edward <br>III (1980). The communication indicator has not run optimally because there are <br>still many drivers who do not register themselves as BPJS Employment <br>participants. The resource indicator has been running optimally. In the disposition <br>indicator, the implementing policy supports the implementation of work safety <br>guarantees for drivers because there has been socialization between the Gojek <br>company and BPJS Ketenagakerjaan. Indicators of the bureaucratic structure have <br>been running optimally because BPJS Employment and drivers have personal <br>attachments. The purpose of this study is to determine Organizational Capacity Development in Digital-Based Services at the Tanjungpinang City DPMPTSP Office. The results show that (1) the individual level/human resources are still limited and inadequate, especially in DPMPTSP there is still a shortage of employees according to the IT field (2) the organizational level is an embodiment that shows the relationship between functions in an organization as well as the authority and responsibility each member of the organization who carries out their respective duties (3) at the System level is a strengthening and regulation of the government's work program related to the regulation of the work program planning mechanism at the Tanjungpinang City DPMPTSP Office. Micro-enterprises have an important role in increasing regional income, however, since the Covid-19 incident, their economy has increased and has not developed. This study aims to determine the Marketing Strategy by utilizing Information &amp; Communication Technology for Micro Business Development in Tanjungpinang City. The research method used is a descriptive method with a qualitative approach. This study uses 3 indicators from Kotler &amp; Armstrong (2008), namely: 1) Product indicators are not optimal because there are still difficulties in raw materials, capital, inadequate facilities and infrastructure for online sales. 2) The price indicator is optimal and can reach micro business actors because it follows the price of basic commodities to be sold. 3) The Place indicator is optimal because it is facilitated by the trade and industry offices to involve micro business actors through event bazaars. 4) Promotion indicators have not been optimally carried out because there are still difficulties in developing their products and require effective online training or special media coaching from the relevant Government. Halal Product Guarantee mandates the establishment of a government institution, namely the Halal Product Guarantee Agency (BPJPH). Even though it has a body that regulates and supervises food products, there are still many MSME products that are not halal certified. This study aims to determine the supervision of MSME products by the Halal Product Assurance Agency (BPJPH) in the Food Safety Standard License in Tanjungpinang City. The researcher refers to the supervisory theory model by M. Manullang. The research method used is descriptive qualitative method with data collection techniques in the form of interviews, observations and documentation. The results of the study found that in this study, namely in 1.) Setting the measuring instrument (standard), the supervision carried out by the BPJPH of the Ministry of Religion of the Riau Islands was the supervision of the flow of the certificate and halal certification process. Financing for making halal certificates on a regular basis is Rp. 300,000-Rp. 5,000,000 depending on the type of product and variants of additional materials for each MSME product business actor. 2.) This study aims to describe the government's systematic supervision of the ban on the import of used clothing. This study uses a descriptive qualitative uses observation, interviews and documentation techniques. In this research on government supervision, the researcher is based on Article 1 paragraph 7 of the Presidential Decree on the Procedures for Supervision of Regional Government No. 74 of 2001 with aspects of functional supervision. The results showed (1) the inspection indicators on the supervision of the ban on the import of used clothing have not been carried out optimally. (2) inspection indicators on supervision are not carried out, evidence searches are carried out, inspections are carried out, (3) Investigation indicators are difficult to carry out due to the absence of significant inspection and testing of used clothes because difficult to prove that the goods are really illegal (4) on the assessment indicators, public awareness to no longer buy used imported clothes is very much needed and domestic products are able to dominate the market in their own country. There is an innovation in the medicine and food distribution system which is now switching online. Medicine and food that are circulated online can be a loophole for the circulation of medicine and food that are not in accordance with marketing authorization standards. BPOM is a government agency tasked with supervising the distribution of medicine and food. This study aims to look at the supervision of medicine and food circulation online by BPOM. This type of research is descriptive qualitative. The analysis technique used triangulation technique. This study uses 4 indicators of the implementation of supervision from Handoko. The results of the research on standard indicators of monitoring measuring instruments, measuring instrument standards have been determined and applied optimally. Based on performance measurement, supervision is not optimal because supervision is uneven and does not cover all monitoring facilities. Based on the comparison of the implementation of activities with standards and analysis of deviations, supervision is not optimal because medicine and food that do not comply with distribution permit standards are still circulating in the community. Based on corrective action taken, supervision has not been carried out optimally because there are still illegal medicine and food distribution facilities that have not been monitored. The data that has been analyzed can be analyzed using steps including data reduction, data presentation and drawing conclusions. This study aims to determine the performance of village government official in managing village finances and whether the activity programs made have been effective or not. The method used is qualitative with the type od effectiveness according to Duncan in (Richar M. Steers, 1985;53) namely; 1) achievement of goals, 2) integration, and 3) adaptation. The indicators for achieving the goals are quite effective. The integration indicator is still not effectively implemented, this can be sen from the lack of transparency of the village government in providing an understanding of the role of the community in the management of ADD. The adaptation indicators have not been effective because of the constraints of incompetent human resource causing delays in the planned programs so that they are not managed properly. The results of the field research show that the savings and loan program for women's groups has been implemented, however, there is still misuse of loan funds which results in arrears in payment of loan contributions. This study on the background by the old village is the only area that gets property rights to land through the Comprehensive Systematic Land Registration Acceleration Program in Batam City. Based on the research results and discussions then it is possible to draw a conclusion that the research results show that the principle of good governance has been applied to the land governance arrangement in Batam City as Old Village as a property right. However, in the indicators of effectiveness and efficiency it is still not well implemented as a result of the yet optimistic realization of the budget, so the rate of use of the budget is decreasing. This study aims to evaluate the strategy of the Bintan Regency Fisheries Service in developing the potential of coastal and marine resources in Gunung Kijang District. This study uses a qualitative approach with a descriptive type of research. Data collection techniques used are observation, interviews, and documentation. Research results (1) On the standard of consistency, the strategy is made in accordance with the goals and directions of existing policies. However, in its implementation there are still obstacles so that there are still programs that have not been implemented or have not been optimal. (2) On the consonant standard, the strategies, objectives, and policy directions that have been made have been adapted to the existing needs and problems. However, due to limited authority for marine areas, some problems cannot be resolved quickly. (3) In the feasibility standard, the potential development of coastal and marine resources is still not maximized due to the quality of human resources of employees, the mindset of coastal communities, and the lack of fishery facilities and infrastructure. (4) On the standard of excellence, the strategies made can represent the potential advantages that exist and can be carried out in a sustainable manner. The conclusion of the research is that the Implementation of the Strategy for Developing the Potential for Coastal and Marine Resources in Gunung Kijang District has been running in accordance with the strategies, targets, and policy directions that have been made. In terms of alleviating poverty, the government is aware of the importance of this problem, the Indonesian government has attempted to tackle poverty alleviation through several poverty reduction strategies that are divided into several clusters, one of which is the Program Keluarga Harapan (PKH). The Program Keluarga Harapan (PKH) is a cash-based assistance program and social protection for the fulfillment of basic rights aimed at improving the quality of life of the poor for a better life. The purpose of this study was to determine the effectiveness of the Program Keluarga Harapan (PKH) in Meral District, Karimun Regency from the aspects of program input, process, and output. This study uses quantitative descriptive research with data collection methods using a questionnaire distribution instrument with the number of samples in this study were 19 respondents. The results of the study show that the effectiveness of the Program Keluarga Harapan (PKH) in Meral District, Karimun Regency on the aspects of input, process, and output components of education has been effective. The percentage of research results on the input aspect shows that the total research score is 847 with a total percentage of 79.60%, the process aspect is 83.33%, and the output aspect of the education component shows the percentage result is 100%. Then for the output aspect in the health and social welfare component it has not been said to be effective because it has not reached the expected percentage target. The results of the study can be seen from the principle of equality in waste management through waste banks that have been carried out optimally. The problem in this study is that the service time does not match the standard time that has been set. Referring to the concept presented by Zeithaml et al 1990 (Hardiansyah, 2018), there are 5 indicators used to assess the quality of public services, namely Tangible, Reability, Responsiviness, Assurance, Empathy. By using descriptive qualitative research methods, then data sourced from literature studies, field observations, interviews and documentation were analyzed by data reduction, data presentation, and conclusion drawing. The results showed that the quality of public services in Bakung Serumpun District was not yet optimal due to incomplete facilities and infrastructure, not yet skilled employees in using service tools and having clear service standards that were not notified to the public. The purpose of this study was to determine the Implementation of Online Single Submission (OSS) at the Office of Investment and One-Stop Integrated Services (DPM-PTSP) in Tanjungpinang City. The theory used in this research is Edward III's theory of policy implementation. This type of research is a descriptive study with a qualitative approach using data collection techniques of observation, interviews, and documentation. The results of the study indicate that (1) Communication has not been maximized, because the socialization provided to business actors is still lacking so that there is still a lack of ability and understanding of the community in the permit application process. The research method used is descriptive with a qualitative approach. The theory used is Daniel Stufflebeam's evaluation model, namely CIPP (context, input, process, product). The aim of this study is to determine the effect of finger print attendance and remuneration on the quality of work of employees of the Faculty of Social and Political Sciences, Raja Ali Haji Maritime University, Tanjungpinang. The type of this study is associate research using a quantitative approach. The techniques used for data collection in this study are questionnaires, observations and documentation studies. Data retrieval is carried out using the Saturated Sampling method with a total sampling of 19 respondents. The data analysis technique used in this study is a multiple correlation technique with hypothesis testing through multiple linear regression processed with the SPSS version 26 program. The results of the calculation of multiple linear regression tests with a significance level of 5%, which the value of Sig. F Change is less than 5% (0.002 &gt; 0.05). Based on this value, it can be concluded that H0 is rejected and Ha is accepted. From the results of the Determination Coefficient (R) it was found that the effect between finger print attendance and remuneration on the quality of work of employees was 0.531 or 53.1%. This proves that the effect between finger print attendance and remuneration on the quality of work of employees is in accordance with the coefficient interval 0.60 - 0.799 (strong). The simultaneous contribution of finger print variables and remuneration to employee work quality was 53.1%, while the remaining 46.9% is determined by other variables not included in this study. This study aims to explain how the exclusionary rules principle in countries that adhere to the common law and civil law legal systems and whether exclusionary rules are known to be applied in the evidentiary system in Indonesia. This research is a normative legal research that uses a comparative law approach and secondary data sources. The results show that first, the principle of exclusionary rules was initially only known in countries that adhere to the common law legal system because of the proliferation of illegal evidence, one of which was the United States of America, but now the practice of the exclusionary rules principle is already known in civil law countries, namely Dutch. These promotions make people continue to remember and then be interested in online gambling. The purpose of this study is to determine the legal view of advertisers and promotions charged with online gambling through YouTube and to determine criminal liability against advertisers and promotions charged with online gambling through YouTube. The type of research used in this research is normative law, through literature study with a conceptual approach and a statutory approach. Sources of data used in this paper is secondary data. The results of this study indicate that the act of placing advertisements and promotions containing online gambling through YouTube can violate the provisions of laws and regulations and legal norms if they meet the elements of a criminal act. To determine whether or not a criminal act can be accounted for, one must look at the guilt for the criminal act that has occurred. The rules governing the installation of advertisements and promotions containing online gambling through YouTube are regulated in article 27 paragraph (2) and the criminal sanctions in article 45 paragraph (2) of Law Number 19 of 2016 concerning Information and Electronic Transactions. Where this policy optimizes state revenue, which will then be managed through the mechanism of the state revenue and expenditure budget, which performs a substantial and strategic role in financing programs, government performance, and long-term development across the Republic of Indonesia's region. This regulation is also part of the government's commitment to protect the Indonesian people's morals and culture, as well as the negative effects of alcoholic beverages. Protectionism is implemented in this Minister of Finance Regulation in the form of barriers or restrictions in the form of tariffs, with high import duties of up to 150 percent for alcoholic beverages. When an application for protection status is rejected, the asylum seeker will be given another opportunity to appeal. however, to get the protection status still rejected, the case will be closed which is called Assylum Seekers Final rejected. This research was conducted at the Tanjungpinang Central Immigration Detention Center, which aims to describe the responsibilities, roles, and obstacles in handling asylum seekers with Final Rejected status. This study uses qualitative research methods and data collection techniques with interviews, observations and documentation conducted at the Tanjungpinang Immigration Detention Center. The results showed that after the case was closed, the asylum seekers would be transferred to an immigration detention center and change their status to detainees. However, the phenomenon that occurs is that this program has not run as expected, many people do not know the benefits of the KB Village, then the lack of human resources to run it. Then the obstacle is that the local government cannot unite other related agencies. The purpose of this study is to determine the implementation of the Family Planning Village Program by the Tanjungpinang City Government (In Dompak Village). In this study, the author uses a qualitative descriptive type of research. The result of the research is that the Implementation of the Family Planning Village Program by the Tanjungpinang City Government (In Dompak Village) is good. The Dompak Village itself is in accordance with the decision of the Dompak Lurah Number 25 of 2020 concerning the determination of the management of the KB Village management, but for cadres and then the management needs information such as training and socialization specifically in this KB Village Program, the implementers are considered to need to master the existing technical instructions. The purpose of this study was to determine the supervision of the Department of Trade and Industry of Tanjungpinang City on the Distribution of 3 Kg LPG Gas in Tanjungpinang Timur District. The theory used in this research is Kartono's Supervision Theory. The research method used is descriptive qualitative with research location in East Tanjungpinang District. The existence of online transportation is a bit of getting rid of conventional transportation, because in this technological era, because in the era of increasingly rapid technology we can order transportation or vehicles that are safer, more comfortable and more affordable. The occurrence of conflicts between online taxis and conventional taxis in the city of Batam, where the conflicts occur in crowded places such as malls, town squares and lodging places. Conflicts from the two different taxi parties often cause debates or disputes because one of the drivers picks up passengers, from the online taxi dispute and conventional taxi there is also violence where one of the taxis does not want to give in not only violence but quarrels. This study aims to find out how the role of the city government in overcoming the problems of online taxis and conventional taxis in Batam City. The research method used is a descriptive research method with a qualitative approach, data collection techniques are carried out by means of interviews, observations and documentation related to the government's role in conventional taxis and online taxis. The data that can then be analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Government Role theory approach according to Ndraha (Labolo, 2010:36) namely the Government's Role as Regulator, Government's Role as Dynamizer and Government's Role as Facilitator. The purpose of this study was to determine the implementation of BPNT in Sungai Langkai Village, Sagulung District, Batam City in 2020. The writer used descriptive qualitative method. Data collection techniques were carried out by observation, interviews, and documentation. The results in this study are seen from Edward III's theory, namely (1) communication, related to socialization and education to KPM, (2) resources, related to budgetary resources, facility resources, and human resources, (3) disposition, tendencies of BPNT program implementers, (4) bureaucracy, related to SOPs and BPNT implementation mechanisms. This research is a descriptive research with a qualitative approach. Techniques and data collection through observation, interviews, and documentation. Belakang Padang District is a subdistrict island in Batam City. During the covid-19 pandemic, many people who passed by using sea transportation to make the crowd in and out of Padang District Which led to a lack of discipline in maintaining health protocols in the port area, such as by not using masks, not maintaining distance while waiting for departure and not maintaining distance between passengers while on the way using an engine boat. So many people are exposed to the cvid-19 virus. The theory in this study is the theory of policy implementation. Mazmanian and Sabatier. The method used is qualitative research methods. This research examines the political strategy of winning the NasDem Tanjungpinang party in the 2019 legislative elections, which succeeded as the only political party with the most significant increase in seats of 4 seats after previously in the 2014 legislative election it did not get a seat in the Tanjungpinang City DPRD parliamentary seat. This research method is descriptive using a qualitative approach. The data collection techniques were carried out by observation, interviews and documentation. The data that has been analyzed can be analyzed using steps including data collection, data reduction, data presentation and drawing conclusions. The conclusions obtained from this research are based on the type of strategy, the NasDem Tanjungpinang party in winning the 2019 legislative elections used an offensive strategy to attack political opponents by expanding and penetrating the market (people who use voting rights) by using the strategy method of political segmentation, political targeting, political positioning and political marketing of elected candidates. The purpose of this study is to find out how the Tanjungpinang City Traffic Unit Police Efforts in tackling illegal racing actions that are rife in Bukit Bestari District, Tanjungpinang City, especially in Pamedan, Jl. Basuki Rahmat, Jl. I.R. Sutami and Dompak. According to Ibid in Nasution (2018), empirical crime prevention consists of two main parts, namely Preventive Efforts, which are follow-up actions that are still at the level of prevention before the occurrence of a crime. In preventive efforts, the emphasis is on eliminating opportunities for crime to be committed. And Repressive Efforts, these efforts are carried out when there has been a crime/crime whose action is in the form of law enforcement by imposing punishment. The research method in this research is descriptive qualitative, in this descriptive qualitative research, the researcher will provide a systematic, factual and accurate description of the facts according to the scope of the research. Based on the results of the study, it can be concluded that countermeasures to prevent acts committed by teenagers in illegal racing actions are not only from the police, but also from the community, the head of the RT or sub-district apparatus and especially parents whose children are involved in this group. which contributes more in overcoming and preventing so that in the future there will not be repeated acts that violate the law. This is shown based on financial data in the first year BUMDes Kejora Indah suffered a loss of 42,08,517 and in 2021 net assets have not been able to exceed their capital participation. In addition, there are several business units with a sufficiently large unit value that have not been able to operate optimally. So, the writer is interested in knowing how the management of the Kejora Indah BUMDes causes this problem to arise. The purpose of this study was to determine the implementation of mayoral regulation no 44 of 2020 concerning the application of discipline and law enforcement of health protocols as an effort to prevent and control covid-19 in Tanjungpinang City. The method used in this study is a qualitative descriptive method with information as many as 11 people and uses data collection and data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the implementation of mayoral regulation no 44 of 2020 concerning the application of discipline and law enforcement of health protocols as an effort to prevent and control covid-19 in Tanjungpinang City in terms of communication in its implementation has gone well such as through radio, television, social media, to directly during patrols. The research objective to be achieved is to find out the obstacles and constraints in optimizing the function of the Carang River Terminal. The research method used is a descriptive research method with a qualitative approach, data collection techniques are carried out by interview, observation and documentation related to the Analysis of Factors Affecting the Low Effectiveness of the Carang River Terminal Service Tanjungpinang City. The purpose of this research is to make a study of the empowerment of fishermen that has been applied by the Fisheries Technical Implementation Unit (UPTP) to the fishermen community in Buru Village, Buru District, Karimun Regency, and what is the impact of the lack of fishing business groups in Buru Village. , using Cook and Macaulay theory. The research method used is descriptive qualitative. This study uses the evaluation model of Brigman and Davis using four indicators. The results of the study show: 1) Input indicators, the implementation of the E-Warong program in Tanjungpinang city is quite optimal, where the elements in the implementation of the E-Warong program have worked well according to their respective tupoksi, although there is still a lack of responsibility from the implementing agency, 2) Process indicators, the implementation of E-Warong in Tanjungpinang City is easy and uncomplicated, 3) Output indicators, Tanjungpinang City E-Warong has not reached its goal, this is because Tanjungpinang City's E-Warong doesn’t carry out its functions according to policy, and there are still many KPM with underprivileged status 4) Outcome indicator, with the existence of E-Warong Tanjungpinang City, has an impact on E-Warong managers in increasing daily needs, and helping KPM reach locations for social assistance transactions.
