Abstract

The KUB program is essentially a forum for building problem-solving skills, meeting the needs of fishermen, carrying out social roles by developing self-potential, which integrates social and economic aspects. The purpose of this study was to determine the implementation of the KUB Program seen from the growth of KUB, KUB development, work relations, monitoring, evaluation and reporting of KUB fishermen in Paya Togok Tanjung Batu, Kundur District. This research is a descriptive research with a qualitative approach. Techniques and data collection through observation, interviews, and documentation. This study uses the Van Meter and Van Horn Implementation models using six indicators. 1) Standards and policy targets are less than optimal, this can be seen from the goals achieved have not been maximized in increasing and developing the scale of capture fisheries business, 2) Limited resources, namely implementers and infrastructure are still experiencing obstacles, 3) Relationships between organizations are not optimal due to lack of policy coordinator in providing direction to KUB Paya Togok in accordance with the contents of program policies, 4) Characteristics of implementers, strongly support the existence of this KUB program but in its implementation it is not optimal because there is no capital in developing KUB 5) Social, economic, and political conditions in this variable already optimal, this can be seen from the support from the Paya Togok community. 6) Disposition of implementers, lack of understanding of fishermen on program policies so that the implementation process does not go according to policy directions.
